This project was first presented for City Council consideration
several years ago as a student initiated project calling for joint
venture for improvement of the median islands on Santa Rosa Street
between Murray and Highland Drive.
The project has evolved to a series of subprojects:
a) The first portion was completed last year as a joint City and
State project. This involved connection to the existing water
lines at selected points, boring under the highway lanes, and
installing irrigation supply mains to the various median islands.
b) The second phase which was completed this winter involved the
construction of stamped colored concrete paving at the noses of
all of the median islands and those portions of the median
islands which are too narrow for landscaping.
c) The current project includes the installation of the irrigation
system in and the landscaping of the median islands. The
planting will be accomplished by CCC, CMC, volunteers or city
forces.
d) The final phase will provide an irrigation system and landscaping
along the shoulders of the highway.
Purchasing Procedure
Purchasing Control Procedure 403 -3 - Projects costing more than
$5,000 applies to this project.
Concurrences
This project has been given an EIR clearance by the Planning
Department. Status: Categorical Exemption.

This project was included in the 1985 -87 Capital Reinvestment Program
and was carried over to the 1987 -88 Capital Reinvestment Program
budget. Fund numbers 904 and 905 (Santa Rosa Landscaping Project)
have $38,160 at present.
Recommendation
Approve plans and specifications and authorize staff to advertise for
bids.
Plans and specifications available in Council Office for inspection.
