SUBJECT:
Award of Contract to Madonna Construction Co. for "Bus Facility Access Road
Improvement Project and So.Higuera /Prado Overlay, City Plan No. K -38D11.
CAO RECOMMENDATION:
Adopt Resolution Awarding the Contract to Madonna Construction Co. and
Authorizing the Transfer of Funds.
DISCUSSION:
The new Bus Maintenance Facility is scheduled for completion this summer. The
existing access road has extensive failure and will be insufficient to handle
the anticipated increase in heavy traffic loads. It is therefore neccessary to
construct a new two lane road of adequate design.
This project will also include an overlay at the intersection of So. Higuera
and Prado Road to provide for a smoother and safer riding surface through the
newly widened intersection.
On April 5, 1988, the City Council approved plans and specifications and
authorized the Staff to advertise for bids. Bids were opened on May 5, 1988,
the results of which are shown on the attached Bid Summary Sheet.- Madonna
Construction Company of San Luis Obispo, Calif, was the low bidder with a bid
of $97,644.00. The Engineer's Estimate for this project was $120,625.00.
Significant Impact:
The estimated costs are as follows:
Base Bid: $ 97,644.00
Contingencies: $ 10,356.00
Total: $108,000.00
This project is included in the Capital Facilities Plan of the 1985/1987
Financial Plan. $105,000.00 is appropriated for this project.
This project has been given an EIR clearance by the Community Development
Department. Status: Categorical Exemption.
CONSEQUENCE OF NOT TAKING RECOMMENDED ACTION:
The project may be more expensive to construct at a later date. The existing
roadway will quickly break down and become difficult to use. Buses using the
road may be damaged.
ACTION RECOMMENDED:
Adopt Resolution authorizing the transfer of funds and awarding the contract
for "Bus Facility Access Road Improvement Project and So.Higuera /Prado Overlay,
City Plan No. K -381)".

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AWARDING A CONTRACT AND
TRANSFERRING FUNDS FROM CAPITAL OUTLAY FUND CFP APPROPRIATION
WHEREAS, the City received bids for "Bus Facility Access Road Improvement
Project and So.Higuera /Prado Overaly, City Plan No. K -38D ", and
WHEREAS, the Engineer's estimate was $120,625.00, and
WHEREAS, the low bid was received from Madonna Construction Company of San
Luis Obispo, California in the amount of $97,644.00,and
WHEREAS, there are funds available in the Capital Outlay Fund CFP
appropriation for this project,
NOW THEREFORE BE IT RESOLVED, the following items:
1. Award contract to Madonna Construction Company of San Luis Obispo,
California.
2. Direct the City Clerk to prepare the appropriate documents for signature by
the successful bidder and the Mayor.
3. Authorize the Mayor to execute the contract documents.
4. Direct the Finance Director to transfer $108,000.00 from Capital Outlay
Fund CFP allocation to Account No. 868 - 1077 -008 -119.
