Award of Contract for "Downtown Signal Upgrcde, Phase 2 - City Plan No.
G -07E."
CAO RECOMMENDATION:
Award Contract to Lee Wilson Electric of Arroyo Grande, CA in the amount of
$264,558.00.
DISCUSSION:
All of the traffic signal controllers in the downtown were installed in the
1950's and 19601s. With the exception of those signals upgraded lost year, the
older controllers have become an increasing maintenance problem and replacement
parts are scarce. New controllers are to be installed which will provide added
safety features, versatility, reduced risk of cc.iflicting signal indications,
lower maintenance, and standardize our controller, equipment. Visibility of the
signal lights will be upgraded to conform with federal guidelines. This will
also improve safety at the intersection.
The ARC reviewed a preliminary proposal of the �,ork to assist staff in
determining controller placement and equipment color. The ARC adopted two
colors proposed by Pierre Rademaker to replace the presently used Sorrento
Olive, and also adopted a fluted style pole for the most arm signals. They
proposed placing the signal controllers in landscaped areas when possible and
adjacent to other sidewalk furniture as an alternative. This involves moving
the controllers some distance from their existing locations, often at
substantial expense.
This project has been identified as Minor and Incidental by the Planning
Department.
Bids were opened on September 15, 1988, the results of which are shown on the
attached Bid Summary Sheet. Lee Wilson Electric of Arroyo Grande was the low
bidder with o bid of $264,558.00. The Engineer'^ Estimate for the project was
$270,000.00.

Contingencies: 36,700.00 Contingencies: 3,742.00
Total: $280,000.00 $25,000.00

This project is included in the 1987 -89 Capital Improvement Program, Capital
Reinvestment, under Streets /Traffic Signal Improvements. The amount of
$160,000.00 was budgeted for this project; however, funds for other signal
upgrade work are available to cover increased costs. Using these funds will
limit the amount of upgrade work which can be accomplished outside the downtown
area.
The Fire Department has requested that a pre - emption system be installed at
five of the intersections included in this project. This item was not
originally budgeted for in this project. The equipment is public safety, not
transportation related, so funds for the fire equipment will be provided from
Capital Outlay Money.
CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION:
The project will not be built, or will be delayed. Maintenance on existing
equipment will remain high, and improvements to safety will not be made.
ACTION RECOMMENDED:
Award contract to Lee Wilson Electric of Arroyo Grande in the amount of
$264,558.00.

A RESOLUTION OF THE CITY OF SAN LUIS OBISPO
AWARDING THE CONTRACT FOR
THE DOWNTOWN SIGNAL UPGRADE, PHASE 2
CITY PLAN NO. G -07E
WHEREAS, the City received bids for the Downtown Signal Upgrade Project,
Phase 2, City Plan No. G -07E, and
WHEREAS, the Engineer's Estimate.was $270,000.00, and
WHEREAS, the low bid was received from Lee Wilson Electric of Arroyo Grande
in the amount of $264,558.00, and
WHEREAS, there are funds available from the Capital Improvement Program for
the signal portion of this project, and ,
WHEREAS, the Fire Department requested pre - emption equipment be included in
the project, and the pre - emption equipment was not budgeted for with the
original project,
NOW THEREFORE BE IT RESOLVED, the following items:
1. Award contract to Lee Wilson Electric of Arroyo Grande.
2. Direct the City Clerk to prepare the appropriate documents for
signature by the successful bidder and the Mayor.
3. Authorize the Mayor to execute the contract documents.
4. Authorize the use of Capital Outlay Monies to cover the cost of
providing Emergency Vehicle Pre - emption equipment as part of the Downtown
Signal Upgrade.
