Subject: Award of Contract for "Stenner Canyon Reservoir No. 2 -
Chlorine Building - City Plan No. L -22M."
CAO Recommendation:
Adopt Resolution Awarding the Contract and Authorizing the
Transfer of Funds.
Background:
The existing chlorine building at Stenner Canyon
is approximately 40 years old, and is in a deter
which requires major repair to insure structural
addition safety concerns with regard to chlorine
and storage must be addressed and improved. The

The installation of the new chlorine building is an extension of
Reservoir No. 2's refurbishment project. The project consisted of
covering and lining the reservoir, modifying the influent and
effluent piping, and the installation of a new chlorine building.
On August 16, 1988, the City Council approved plans and
specifications and authorized staff to advertise for bids.
Bids were opened on September 29, 1988, the results of which are
shown on the attached Bid Summary Sheet. Vernon Edwards was the
low bider with a bid of $27,991.00. The Engineer's Estimate was
$50,000.
Status:
Because this project is not within the City limits, all required
building permits which are requested by the County Planning
Department have been obtained.
SIGNIFICANT IMPACT:

E &C - 10% $ 2.799.10

Financial Plan:

The covering and lining portion of the project was over budget,
therefore, additional funding is required. To accommodate this
project, the McCollum Street Project which is listed in the 1988 -89
Capital Reinvestment Plan will be rebudgeted or funded through
savings from other water distribution projects. Therefore, the
money for this project must be transferred from the Water Fund
Capital Reinvestment appropriation.
CONSEQUENCE OF NOT TAKING ACTION:
The substandard condition will remain and the project may be more
expensive to construct at a later date.
ACTION RECOMMENDED:
Adopt resolution authorizing the transfer of money and awarding the
contract for "Sterner Canyon Reservoir No. 2 - Chlorine Building -
City Plan No. L -22M.°

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO ACCEPTING BID AND AWARDING A CONTRACT
WHEREAS, the Council hereby accepts the bid and authorizes the Mayor to sign a
contract on behalf of the City for the following:
PROJECT: STENNER CANYON RESERVOIR NO. 2 CITY PLAN NO.: L -22M
CHLORINE BUILDING
ESTIMATE: $509000.00 FUND NO.: 050 -9724- 091 -572
BIDDER: VERNON EDWARDS BID AMOUNT: $279991.00
NOW THEREFORE BE IT RESOLVED, that the City Clerk is directed to prepare the
appropriate documents.for signature by the successful bidder and the Mayor.
