CAO RECOMMENDATION: Adopt resolution awarding Contract to R. Burke Corporation of San Luis Obispo, CA in the Amount of $42,875.00. BACKGROUND: Most of the plant road surfaces are paved with asphalt concrete. In 1983, several of the wastewater treatment plant roads were chipsealed. In 1985, the remaining roads were covered with a 2" asphalt overlay. As part of a routine maintenance program, asphalt and chipseal surfaces should be refinished every three to five years. As part of that maintenance program, a Reclamite and chipseal project is proposed. The Reclamite is used to rejuvenate the asphalt surfaces, and the chipseal is a resurfacing. On September 6, 1988 this project was approved ty the City Council for advertising. Bids were opened on October 6, 1988, the results of which are shown on the attached Bid Summary Sheet. The Engineer's Estimate was $36,000.00 and one bid was received in the amount of $42,875.00. Staff feels that due to the nature of the project which involves small irregular areas to be paved, and the relatively small size of the project, that the Contractor's move -in costs and labor costs are higher than anticipated. Secondly, with the rainy season approaching and only one bid being received, it would not be beneficial to the City to readvertise and rebid. Significant Impact: Base Bid: $42,895.00 Contingencies: 4,300.00 Total: $47,195.00 This project is included in the Capital Replacement Plan - Wastewater Treatment Plant Program of the 1987/1989 C.I.P. There is $25,000.00 allocated for this project. Attached is a budget amendment request transferring money from the Wastewater Fund CRP.Allocation to the Project Construction. Consequence of Not Taking the Recommended Action: The project will not be completed, or will be delayed, the treatment plant paving will continue to deteriorate, and the project may be more expensive to complete at a later date. (1988 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AWARDING THE CONTRACT FOR WASTEWATER TREATMENT PLANT PAVING RESTORATION, CITY PLAN NO. M -36S WHEREAS, the Council received bids for the Wastewater Treatment Plant Paving Restoration Project, City Plant No. M -36S, and WHEREAS, the Engineer's Estimate was $36,000.00, and WHEREAS, the one bid was received from R. Burke Corporation of San Luis Obispo in the amount of $42,875.00, and WHEREAS, there is money available in the Wastewater Fund CRP Allocation, NOW THEREFORE BE IT RESOLVED, the following items: 1. Award contract to R. Burke Corporation of San Luis Obispo. 2. Direct the City Clerk to prepare the appropriate documents for signature by the successful low bidder and the Mayor. 3. Authorize the Mayor to execute the contract documents.
