Assistant City Attorney Position
CAD RECOMMENDATION:
By motion, authorize full -time Assistant City Attorney position in
City Attorney's Office and delegate authority to appoint to City
Attorney

The City Attorney's office has had an Assistant. C.it.y Attorney
position since 1981. The position had been filled by a 70% part -time
person. Anne M. Russell, who recenLly resigned to devote more time to
other interests. The position had originally been authorized
full -time but filled at a part -time .level to meet the particular
needs of the office and Ms. Russell. Responsibilities of this
position are varied but include primary litigation and general
departmental counsel.
The functions of this position have increased over the years to
reflect changes in the community and the organization and an
increasing demand for higher service -level of legal services.
Accordingly, it is felt that a full -time position is warranted and
will provide the most efficient level of service. It should be noted
that the recruitment pool for a part -time professional position of
this nature would be very small.
The recruitment through Personnel has begun for this position and the
screening process is underway. It is expected that an Assessment
Center will be conducted on February 22, 1988. to evaluate the top 6
to 7 candidates. Under Charter Section 701, Council is technically
responsible for the appointment of all assistants or deputies to the
City Administrative Officer, City Attorney and City Clerk.Currently,
the City Attorney conducts performance reviews and sets the salary
for the Assistant within the range with the advice and concurrence of
the Personnel Director and the City Administrative Officer. In order
to conclude the recruitment in a professional and expeditious manner,
it is recommended that Council delegate to the City Attorney the
authority to select and appoint the best candidate.
