CAD RECOMMENDATION: Accept report and order filed. BACKGROUND: Pursuant to Chapter 2.40 of the Municipal Code entitled "Election Campaign Regulations ", a detailed report of all election expenses shall be submitted to the Council for its review as stated below. "2. Obtaining Additional Help or Services. The City Clerk is authorized and directed to hire part -time help, contract for services. and purchase supplies as the City Clerk deems necessary to carry out the additional duties imposed on the City Clerk's office by.this chapter. Within seventy -five days after each election, the City Clerk shall provide the Council with a detailed report of the direct and indirect labor, materials and other costs incurred by the City Clerk's office in performing such additional duties." Therefore, as required, attached is the cost breakdown of the city's election - related expenses for the November 3, 1987 election. FISCAL IMPACT: $30,000 is the 1987/88 budgeted amount to Elections A/C 001 -2026. This is for all direct and indirect election - related expenditures for the year. Although the City consolidated its election with the County, additional cost savings were realized by the City providing some services for less than the County could provide. A marginal increase in advertising was a result of new mandates approved in the recently amended campaign regulations to promote the registration of voters and to notice persons of possible filing requirements if they contribute independently in excess of $100.00. No monies are appropriated for the November 1988 Presidential election. Some appropriation may be necessary if the Council is desirous of placing any measure although this should be minimal (approx. $1700 -$2000 per measure). 11111111$llillllll1 °1 1 city Of san LUis OBispo MM COUNCIL AGENDA REPORT Election Expenses of November 3, 1937 Page 2 As you know, an initiative petition is being circulated which the proponents hope to place on the November ballot. This may represent additional costs (at this time, approximately $4,000 - 35,000) to cover review of petition signatures and other related expenses. RECOMMENDATION: Accept report and order filed.
