Consideration of placing rent regulations on the ballot (con't from J
1- 19 -88).
RECOMMENDATION: Review options and give direction to staff as deemed
appropriate.
2. WASTEWATER MANAGEMENT PLAN (HETLAND /526 -20 min.) eL��► Consideration of authorizing staff to negotiate a contract for the ts� / /!!!/v��'
implementation of the Wastewater Management Plan with the firm of
Brown and Caldwell Consulting Engineers (estimated at $1.2 million)
(Proposals are available in the Council office for inspection.)
RECOMMENDATION: Certify the ranking of firms and authorize staff
negotiate a contract with Brown and Caldwell Consulting Engineers as
recommended.

EMERGENCY MEETING OF THE CITY COUNCIL

ROLL CALL: Councilmembers Peg Pinard, Vice -Mayor Penny Rappa, Jerry
Reiss, Allen K. Settle and Mayor Ron Dunin
1. ROCKET FUELS (PICQUET)
Consideration of rocket fuels being transported through San Luis
Obispo County.

Moved by Settle /Pinard to direct staff to pursue a temporary
GARDINER
restraining order to prevent rocket fuels from traveling through San -

Luis Obispo (5 -0).
Moved by Settle /Reiss to direct staff to prepare an urgency ordinance
for Monday, 2/1/88 at 12:15 p.m. that will restrict and prohibit the
transportation of rocket fuels through the City of San Luis Obispo
(5 -0). (Urge Highway 166 as the alternate route.)
Moved by Settle /Reiss to direct staff to contact the other cities in
the County and the County of San Luis Obispo urging them to take
similar urgency measures regarding the prohibition of rocket fuels
through our County (5 -0).
Moved by Raopa /Reiss to instruct the CAO to request the California
Highway Patrol to hold at least one of the upcoming hearings within
the City of San Luis Obispo on the decertification of Highway 46 and
101 and certification of Highway 166 (5 -0).
