Re: Homeless Coalition Update
On Monday, January 25, the San Luis Obispo Coalition for the Homeless met
to discuss Mr. Blake's proposal to house homeless people in Amtrak coach
cars.
There was no consensus by the group, and motions to support staff's
recommendation failed twice. They seemed to be divided by the proposal
primarily because of the issue of long-term permanent sheltering versus
temporary sheltering.
A property owner adjacent to Emily Street appeared at the meeting and
contested the City's right to use the right-of-way. It is impossible to
immediately determine the accuracy of the claims. I feel the status of
the right-of-way played only a minor role in the decision-making process.

Re: Railroad Car Proposal
Council Agenda Item for January 19, 1988
Late Monday afternoon, I attended a meeting of the San Luis Obispo
Coalition for the Homeless. Mr. Emmons Blake gave a presentation to the
coalition regarding his railroad car proposal as a homeless shelter. He
answered many questions and the item went very smoothly.
Mr. Blake told me that he was going to be out of town on January 19, and
asked that the item be rescheduled for February 2, 1988. The San Luis
Obispo Coalition for the Homeless did not take a formal position on the
project and wanted to review the proposal in greater detail. They will be
doing so on Monday, January 25th.
In that light, we would like to postpone the railroad car proposal until
our meeting of February 2, 1988 so that Mr. Blake will be on hand and the
coalition can make a recommendation for your consideration.
