SUBJECT:
Consideration of a request from the City of Morro Bay to adnpr a
resolution supporting efforts toward federal government morovPmenr.
of mariner safety at the Morro Bay Harbor entrance .
CAO RECOMMENDATION:
Adopt resolution and support the City of Morro Bay ' s efforts in this
area .
BACKGROUND:
Since the federal government ' s construction of the Morro Bav Harbor .
several accidents have occured at the harbor entrance resuiting in
the loss of life and property . On November. 9 . 1937 . an exoerienced
commercial fisherman was killed in a boating accident at the
entrance of Morro Bay Harbor . It was the second fatal accident. lu
the harbor in 1987 .
To rectify this unsafe condition . the City of Morro Say plans to
petition the federal government for help . Morro Bay is askiii.a
that the U . S . Army Corps of Engineers be directed to fund the
enlargement of the harbor to reduce the problem of large waves
breaking across the harbor entrance . Morro Bay has asked that the
City of San Luis Obispo support this petition for assistance .
Staff has determined that although the harbor is located in Morro
Bay . commercial fishermen and residents of San Luis Obisuo use the
harbor as well . As such , these citizens could potentially be harmed
by the dangerous conditions in the harbor and a safer harbor would
thus benefit them as well as the citizens of other cities . In
addition , Morro Bay Harbor provides the only port of refuge between.
Monterey and Santa Barbara during stormy weather conditions and an
unsafe harbor entrance could result in jeopardized commerce and
visitor activity .
Other cities that have adopted the resolution to support Morro 3av ' s
petition to the federal government are Paso Robles . Grover Citv_ . and
Arroyo Grande .
SIGNIFICANT IMPACTS
None .
CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION
If the resolution is not adopted by San Luis Obispo . Morro Bay will
still petition the federal government for help . However . Sari Luis
Obispo ' s support may increase the probability of Morro Bay receiving
federal aid .

A RESOLUTION OF THE COUNCIL OF THE CITY
OF SAN LUIS OBISPO SUPPORTING EFFORTS TOWARD
FEDERAL GOVERNMENT IMPROVEMENT OF MARINER
SAFETY AT THE MORRO BAY HARBOR ENTRANCE
WHEREAS . since the United States Government ' s ronstrur.t .ion of the
Morro Bay Harbor . numerous accidents have occurred at the harbor
entrance resulting in needless loss of life and oroDert.v : and
WHEREAS . the harbor of Morro Bay provides a year-round shelter
for .carious boating groups including Commercial Fish .inv . Recreational
Boating . and Sportfishing : and
WHEREAS . it is recognized that various boating groups often
travel great distances to use and enjoy this Central California Coast
facility.; and
WHEREAS . the Morro Bay Harbor provides the only Dort of refuge
between Monterey and Santa Barbara during inclement weather
conditions : and
WHEREAS . lack of federal action to enhance mariner safety at the
Morro Bay Harbor entrance has and will result in continued
unnecessary loss of life and property to the residents and visitors
of this Community . and jeopardizes commerce activities occurring at
said facility .
NOW . THEREFORE . BE IT RESOLVED by thk! C ? ty Council ul' the Citv of
San Luis Obispo that the President of the united States of America
and the United States Congress be petitioned to direct the United
Stats Army Corps of Engineers to fund the enlargement of the
existin., harbor project boundaries seaward . beyond the existing
harbor jetties . in order to address the problem of large waves
breaking across the harbor entrance by additional dredging and/or
entrance reconfiguration : and

BE IT FURTHER RESOLVED that all necessary actions be supported
by United States Senators Alan Cranston and Pete Wilson , United
States Congressman Leon Panetta . the San Luis Obispo County Board of
Supervisors . and the City of Morro Bay to accelerate the federal
obligation to increase national mariner safety at the Morro Bay
Harbor entrance .
