Peterson Prepared by: Candace Havens _, — Public Works Director City Engineer Parking Program Coordinator SUBJECT: Consideration of Final Plans for Marsh Street Parking Structure CAO RECOMMENDATION: Review plans and direct staff to pursue preparation of working drawings for building as approved by the Architectural Review Commission and Planning Commission. BACKGROUND: On February 29, 1988 the Architectural Review Commission is scheduled to review final plans for the Marsh Street Parking Structure. At the Council's request, ARC-approved plans will be presented to the Council for review. The project architect, Bruce Fraser, will present current renderings at the meeting. The building is a four-level structure with 278 parking spaces on Chorro Street between Marsh and Pacific Streets. Commercial/office space and parking will occupy the ground floor. Building design is intended to be compatible with existing commercial structures downtown. Colors and materials which are commonly used downtown are integrated into its design and include brick, light to medium-colored plaster, and tile bulkheads. Commercial and office facades are treated differently to distinguish the different uses and lessen the apparent mass of the building along the Chorro Street frontage. FISCAL IMPLICATIONS: Cost of the constuction of the building is expected to be $3.5 million and will be funded by the parking fund and municipal bonds which were issued for this purpose. PREVIOUS REVIEW On June 1 , 1987 the Architectural Review Commission considered the site of this structure and made recommendations for a preliminary design. It granted schematic approval on September 14, 1987 and continued review on January 4 and January 18, 1988. Final review is scheduled for February 29, 1988. The Cultural Heritage Committee reviewed plans for this project on September 9, 1987 and January 7, 1988 and found it to be compatible with the historical and architectural context of downtown. The group cited no potential adverse impacts on the environment resulting from its construction or from the demolition of the existing building. The Planning Commission considered a request for a use permit on October 14, 1987 and December 2, 1987. At the latter date, the Commission confirmed the Community Development Director 's ������i ►�Ililifl��l "" city Of san LUIS OBISPO COUNCIL AGENDA REPORT determination of a negative declaration on environmental impact and granted approval of the use permit. The City Council considered a recommendation by the Planning Commission to expand the structure on January 5, 1988 and reaffirmed its previous decision to construct the structure as designed. Working drawings are in progress and are expected to be completed by early May. By June the project is scheduled to go out to bid and award of bid is planned for August. Construction will begin soon thereafter. ALTERNATIVES: 1 . Review plans and direct staff to pursue completion of plans as approved by the Architectural Review Commission. The project schedule listed above will be followed. 2. Review plans and direct staff to pursue completion of plans with changes. Significant changes to building design may cause changes to listed project schedule. ACTION RECOMMENDED: Review plans and direct staff to pursue preparation of working drawings for building as approved by the Architectural Review Commission.
