SUBJECT: Consideration of an ordinance to amend the Mass Transportation
Committee from nine to seven members
RECOMMENDATION: Introduce ordinance to print as recommended
BACKGROUND:
The Hass Transportation Committee (MTC) is an advisory body to the City Council for
transit-related matters. By ordinance, the MTC currently has nine members
representing various groups: senior citizens, Cal Poly, business , disabled.
technical , Human Relations Commission and the general public. Each group has one
representative on the MTC with the exception of the "general public" and "technical "
members, which each have two members.
For reasons of improved group dynamics , communication and general effectiveness ,
staff recommends that the MTC be reduced from nine to seven members. As proposed.
both the "general public" and "technical" positions would be reduced from two
members to one for each category. Staff further recommends that this change occur
through attrition.
One of the MTC "general public" member' s term ends on March 31 , 1988. This member
is moving to the East Coast and did not reapply. The City did not receive any
applications for this vacancy. If the City Council approves this proposed
ordinance, then the City would not fill the position.
A legislative draft of the proposed ordinance is attached.
Option 1 : Introduce ordinance to print.
Option 2: Null option. Do not introduce ordinance to print.
The MTC did not formally consider this matter. Staff did discuss this proposal with
the HTC Chairperson and he concurs with the recommendation.
SIGNIFICANT IMPACTS:
There will be some savings in staff time and administrative costs duL to tfie.
reduction in committee size.
CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION:
The MTC would continue to have nine members .

AN ORDINANCE OF THE COUNCIL OF THE CITY OF
SAN LUIS OBISPO AMENDING MUNICIPAL CODE
CHAPTER 2. 20, SECTION 2. 20.020,
MEMBERSHIP OF THE MASS TRANSPORTATION COMMITTEE
BE IT RESOLVED by the City of San Luis Obispo as follows:
SECTION 1 . Chapter 2. 20, Section 2.20.020 of the San Luis Obispo
Municipal Code, is hereby amended to read as follows:
"Section 2.20.020 MEMBERSHIP
The Mass Transportation Committee shall consist of nine seven members,
selected as follows:
A. One person from California Polytechnic State University, San Luis
Obispo;
B. One gersvrr-from-the-senior-riti r.errs-orgmriratrarr- senior citizen;
C. One person from and appointed by the Human Relations Commission;
D. One person from the business community;
E. Two One persona with technical transportation planning experience;
F. One he*4i-eapped disabled person;
G. Tre One persons from the general public.
Provided, if in the opinion of the Council there is not available
within any of the classes listed a qualified person for appointment, the
Council may appoint any other person, subject to Charter Section 1201
limitations, to fill the committee seat for that class. "
SECTION Il . This ordinance, approved by the City Attorney, together
with the ayes and noes, shall be published at least three (3) days prior
to its final passage in the Telegram-Tribune, a newspaper published and
circulated in said City, and the same shall go into effect at the
expiration of thirty (30) days after its said final passage.
