SUBJECT:
Appointment to the BIA Board to fill a vacancy.
CAO RECOMMENDATION:
Confirm the appointment of G. Neil Hovis to the BIA Board.
BACKGROUND:
On February. 9, John Bushnell resigned from the BIA board. Per the BIA
bylaws, Section 4.5 Vacancies, any such vacancy shall be filled by
appointment for the unexpired term by the- President, with the approval
of the City Council .
On February 17, after conferring with the. BIA Executive Committee, BIA
President Forrest Watts appointed G. Neil Hovis to fill the unexpired
term of Mr. Bushnell . That term expires December 31, 1988.
Alternatives
(1) Confirm the appointment of Mr. Hovis.
(2) Do not confirm the appointment.
Recommendation
Confirm the appointment of Mr. Hovis to fill the BIA Board vacancy.

Dear Neil:
Forrest Watts informed me that he has appointed you to
complete John Bushnell's term of office on the Business
Improvement Association board, which runs through December
1988 - and that you have agreed to serve.
I will notify the City Council of John's resignation and
your appointment, and will submit a staff report to that
effect to the City administrator. The Council will review
the item during the meeting scheduled for Tuesday, March 1.
Both Forrest and I will be in attendance at that meeting,
and you may also want to be present, however, your appoint-
ment will be on the consent portion of the agenda.
Please plan to attend the board meeting scheduled for March
8, from 7:30-9:30 a.m. , in the Council Hearing Room in City
Hall. Board packets, including the agenda and pertinent
materials, will be distributed the preceding Friday.
Your presence will add a different dimension to the board,
Neil, and I look forward to working with you.

Dear Forrest,
Please accept my resignation from the B.I.A. Board of
Directors, effective immediately.
I have found that with my new job, a new baby, and a new
home, I just don't have enough hours in the day or days in
the week, and must trim- my schedule where I can.
It has been a rewarding and enriching experience for me to
serve the Downtown, and I am confident that the work we have
started will be carried on under your able leadership.
