SUBJECT:
GP/R 1343: General plan and zoning map change from Neighborhood Commercial to
Office, for a lot on the corner of Johnson Avenue and Pismo Street.
CAO RECOMMENDATION:
Grant final passage to Ordinance 1113, amending the zoning designation of the property
from C-N to O-S.
BACKGROUND:
DISCUSSION
On March 1, 1988, the council introduced Ordinance no. 1113 to print, approving a zoning
change from Neighborhood Commercial (C-N) to Office, with special considerations (O-S).
The council directed staff to insert wording in the ordinance specifying the reason for
the "S" overlay zone. The following has been added:
WHEREAS, the Special Considerations overlay zoning designation is intended to require
review of projects to ensure the creek is adequately protected, including that
frontage improvements on Pismo Street are installed in a manner sensitive to the
creek.
SIGNIFICANT IMPACT:
The council has concurred with the negative declaration by the Community Development
Director. No significant fiscal or other impacts are anticipated.
CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION
If the council does not give final passage to the ordinance, the property may continue to
be used for residential purposes or may be converted to a neighborhood commercial use
with appropriate permits.
RECOMMENDATION
Grant final passage to Ordinance No. 1113, rezoning property at 1333 and 1335 Johnson
Avenue from C-N to O-S, including amended findings regarding the "S" designation.

AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
THE OFFICIAL ZONE MAP OF THE CITY TO REZONE PROPERTY
AT 1333 AND 1335 JOHNSON AVENUE FROM C-N TO O-S
(GP/R 1343)
WHEREAS, the Planning Commission and the City Council have held hearings to consider
appropriate zoning on subject property in accordance with Section 65800 et. seq. of the
Government Code; and
WHEREAS, the City Council finds that the proposed zoning is consistent with the
general plan; and
WHEREAS, the rezoning has been evaluated in accordance with the California
Environmental Quality Act and the city's Environmental Impact Guidelines, and a negative
declaration has been granted by the city; and
WHEREAS, the proposed zoning promotes the public health, safety, and general
welfare; and
WHEREAS, the Special Considerations overlay zoning designation is intended to
require review of projects to ensure the creek is adequately protected, including that
frontage improvements on Pismo Street are installed in a manner sensitive to the creek.
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Pursuant to the city's Environmental Guidelines, the project's negative
declaration is hereby affirmed.
SECTION 2. That the property at 1333 and 1335 Johnson Avenue be rezoned from C-N
(neighborhood commercial) to O-S (Office, with special considerations) as shown on the
attached zoning map.
SECTION 3. This ordinance, together with the ayes and noes, shall be published once
in full, at least three (3) days prior to its final passage, in the Telegram-Tribune, a
newspaper published and circulated in said city, and the same shall go into effect at the
expiration of thirty (30) days after its said passage.
