Dann Torrance to the Board of Directors in February, 1988, for an unexpired term. I am recommending that the Council approve the reappointment of Mr. Torrance to the Board of Directors of the Central Coast Commission for a new two-year term expiring June, 1990. He is a well-qualified member and wishes to serve a full term. Thank you for your consideration in this matter. All names received will be reviewed by the Nominating Committee who will make recommendations to the Advisory Council and Board. The Board and Advisory Council will vote to fill the vacancies from the panel of nominees submitted to each body for that purpose. We are enclosing a form. for your convenience in making suggestions. The Central Coast Commission for Senior Citizens has been successful in its efforts to address the needs of older persons and the mandates of the older Californian' s Act because of the efforts of the volun- teers who serve on both the Advisory Council and Board of Directors. The area you are proposing to exchange is within the water shed of the Santa Margarita Lake. This lake is one of the key providers of domestic water to the City of San Luis Obispo. We are very concerned that private ownership of this property would lead to development and potential negative impacts to our reservoir. We would also like to concur with the request of San Luis Obispo County that if the property. 'is to be transferred, that it should be transferred to the Army Corps of Engineers, since they currently are responsible for the reservoir and some of the additional property in this area. We would be happy to meet with you and discuss our concerns further.
