Public Works Director Utilities Manager SUBJECT: Additional scope Authorization of Wastewater Management Plan Agreement CAO RECOMMENDATION: By minute action, authorize Brown and Caldwell to perform the balance of all contract tasks in the Wastewater Management Plan Implementation Agreement. BACKGROUND: On February 23, 1988, Council approved the Wastewater Management Plan Implementation contract with the engineering firm of Brown and Caldwell and authorized them to begin with the first rent of work. That first increment of work represented $175,000 of the $1,184,035 contract. Only the first increment of work was authorized because of the uncertainty of Regional Board support and the need for a sewer rate increase to finance the work. Now that these items have been resolved staff is requesting that the balance of the contract tasks be authorized so the work can keep an schedule. on March 11, 1988, City staff and Vice Mayor Rappa appeared before the Regional Water Quality Control Board and presented the City's concerns about proceeding with air proposed project while knowing that it will not meet certain requirements. We discussed the beneficial use options we were evaluating and the mitigating effect they might have. The Board explained the process we will have to go through to obtain an amendment to the basin plan in order for them to modify our waste discharge requirements to be consistent with the proposed project. The Board expressed a willingness to worst with us and encouraged us to continue our efforts. Staff presented to Council a number of funding options for the implementation contract. On April 5, 1988, council adopted a 90% sewer rate increase which will generate the money to fund the contract.
