Planner SUBJECT: Countywide Hazardous Waste Management Plan CAO RECOMMENDATION: Review the draft plan and send any comments to the County Waste Management Commission. City staff thinks the plan is basically acceptable, but suggests some clarifications. DISCUSSION State law requires the county and each city to plan for managing the hazardous waste generated within the county now and in the future. The draft plan has been sent to the council for study. Formal hearings for approval by the city will be scheduled for this summer. Once the plan has been approved by a majority of the cities in the county and by the state Department of Health Services, the city must incorporate relevant parts of the plan by adopting its own consistent plan, a general plan element, or an ordinance relating zoning and subdivision approvals to the approved county plan. The plan includes information on the types and quantities of hazardous wastes produced locally and current and proposed means of storage, transportation, treatment, and disposal. The plans aims to, in order of priority, (1) reduce the amount and toxicity of waste, (2) provide for environmentally safe and economical means of recycling or (3) treatment, and (4) disposal of residuals that are not reused or further treated. Staff Concerns: The plan has been reviewed by Planning Division and Fire Department staff. City staff would prefer that the plan either not include maps of potential hazardous-waste facility sites or that it include on the maps more specific description concerning the types of facilities (production, treatment, storage/transfer, residual disposal) that would or would not be appropriate in the designated areas. Also, staff has several suggestions for making the report more clear, most of which are minor technical and grammatical corrections. Staff will give these suggestions to county staff. Follow-uo Actions: If the plan is approved essentially in its present form, staff foresees a need to review the list of uses in the Zoning Regulations to make sure likely generators of hazardous waste will require use-permit approval and (2) to allow hazardous waste transfer stations or treatment facilities in the M zone subject to approval of a use permit. SIGNIFICANT IMPACTS The county is preparing an EIR on the plan, which should be available for council use before acting on the plan. Staff foresees no significant environmental impacts from the plan, which simply outlines strategies to deal with a continuing problem in the best ways possible. One consequence of the pian, and of increased public concern on hazardous waste regardless of the plan, will be greater city scrutiny of activities producing or handling hazardous wastes.
