emergency shelter programs. The negative aspects of this may be
partially mitigated by the nature of the program - "emergency
shelter" as opposed to "permanent shelter", however the
participating agencies have been advised to provide long range
requests wherever possible in the future.
The second major concern was that the County of San Luis Obispo has
been matching city dollars on a one to one basis. The Council
indicated that the County should be the lead agency in this program
and as such should perhaps bear more than an equal portion of the
financial burden. In the current proposal (copy attached) for i
funds, County has agreed to assume 60% of the financial burden which
is $8,358. The total funds needed are $13, 930. Salvation Army is
requesting that the City provide the remainder which totals $5,572 .
The County is willing to accept the position of lead agency in this
program. In addition to paying 60% of the additional funding, County
has spent approximately $2,000 to set up two (2) donated trailers
on the Kansas Ave: site as a temporary shelter for the homeless.
The Salvation Army Program transports the homeless to and from this
shelter.
The County continues to work with the Coalition for the Homeless to
develop a long-term transitional shelter program. The Coalition for
the Homeless is working to secure a demonstration project for the
use of a low cost, low maintenance, modular, relocatable shelter for
40 - 60 people. Selection by the Environmental Design Foundation
would include donation of the modular shelter (approximately
$150,000 in equipment and one free relocation during the 1 to 2 year
life of the project) . The modules are designed to be functional and
aesthetically pleasing and would provide the foundation for a
permanent homeless shelter. The proposed program will include a
start-up and operating budget for 1988-89. The County's continued
efforts toward development of a comprehensive program is indicative
of their willingness to assume a lead position.
Policy Analysis
The City Council has in the past established its policy in homeless
issues to provide temporary emergency shelter during inclement
weather. In March, 1988 Council broadened that policy to include
financial support of emergency shelter programs into the spring and
summer. This request for additional funding of the Salvation Army's
emergency shelter program would fall within the policy established
in March.
Council has also established a policy that the city will share the
financial responsibility for dealing with the homeless issue with
the County and other agencies, but that the County must be the lead
agency and as such should bear a larger portion of the financial
burden than the city. Any further requests for funding are to go to
the HRC prior to being considered by the Council. This request
falls within both of these policies.

Alternatives
1. Council may choose to accept HRC's recommendation that the
requested funding be approved in the amount of $5,572 and by motion,
authorize staff to negotiate and the City Administrative Officer to
execute an agreement with the Salvation Army to augment their
existing emergency shelter program.
2. Council may choose to approve an alternative sum to augment the
emergency shelter program.
3. Council may choose to deny additional funding.
4. Council may refer the matter to staff and to the HRC for further
investigation and additional information.
Fiscal Impact
Funds are available in the Emergency Shelter Program Account which
would be reduced by whatever amount is approved.
Recommendation
Staff recommends Council accept HRC's recommendation that the
requested funding be approved in the amount of $5,572 and by motion,
authorize staff to negotiate and the City Administrative Officer to
execute an agreement with the Salvation Army to augment their
existing emergency shelter program.

RE: SALVATION ARMY SHELTER FUNDING
APRIL -JUNE 1988
For the months of February and March of 1988,. the Salvation
Army has been operating the former Zedakah House shelter
program.,
During this time there have been significant changes and
improvements in this program. We have now moved out of
one of the buses and are into a modular unit for the men.
We are anticipating two more modular units in the next few
months which will eliminate the buses completely.:
Our initial request to the City was for $6,800.,00 for oper-
ating cost during the months of February and March. The
County matched this amount and also provided the liability
insurance and has now provided the modular trailer.
We would like to now request $5, 572.,00 from the city to con-
tinue this program from April through June of 1988..
As of April 1 , 1988, MS.Toni Flynn is on our staff in the
position of Shelter coordinator/Diveloper to help us look
at the future funding and also to help in developing a
program that will be beneficial to our community.; Her
salary and expenses are being paid entirely by the Salvation
Arn1y,;
IVE have also applied for $15,000.00 from the Citys Grants In
Aid program for sheltering for the 1988-89 year and will
continue to seek further funding for future operations of
emergency sheltering in our area..

AGREEMENT
This agreement is made and entered into in the City of San Luis
Obispo, County of San Luis Obispo, State of California, on this 1st
day of March , 1988, by and between the CITY OF SAN LUIS
OBISPO, a chartered municipal corporation of the State of California,
and the SALVATION ARMY, a non-profit corporation.
RECITALS
WHEREAS, the Salvation Army has proposed to administer a program
providing temporary emergency shelter as more fully described in
Exhibit 111" attached hereto; and
WHEREAS, it is understood and contemplated that the Salvation
Army will administer these programs as approved by the City of San
Luis Obispo; and
WHEREAS, the services provided by these programs will be
available to homeless persons within the City of San Luis Obispo
thereby serving both a public and municipal purpose:
NOW, THEREFORE, the City of San Luis Obispo and the Salvation
Army for and in consideration of the mutual benefits, promises, and
agreements set forth herein, do agree as follows:
1 . The Salvation Army agrees to administer a program to provide
services to homeless persons within the City of San Luis
Obispo as described in Exhibit 111" and incorporated herein.
The City of San Luis Obispo reserves the right to monitor,
audit and review all programs and performance of the
Salvation Army.
2 . The Salvation Army will provide the City with a report at
the end of the contract period which will measure services
provided in the previous period. Said report shall be in
the form of Exhibit 112" attached hereto and incorporated
herein. The Salvation Army' s accounting records shall be
maintained according to "Generally Accepted Accounting
Principles. "
3 . The Salvation Army and all its agents, representatives,
subcontractors or participants in any manner in the
performance of the Salvation Army' s obligations and duties
hereunder shall be employees, independent contractors, or
volunteers, and shall not for any purposes be considered
employees or agents of the City of San Luis Obispo.

4 . The Salvation Army agrees to hold the City harmless, and to
defend City against, from and in any claim, action,
proceeding or hearing where in the allegation charging
liability on the part of the city is as a result of any act
of commission or ommission, negligent or otherwise, of the
Salvation Army or its agents, representatives,
subcontractors or participants. In addition, the Salvation
Army shall name the City of San Luis Obispo as an additional
insured on its policies.
5. The City agrees to pay the Salvation Army a one-time only
grant of $6, 800. 00. Disbursement of these funds shall be
made only to groups or agencies with approval of the City.
6. No changes shall be made in this agreement without the prior
approval of the City.
7 . The City may terminate this agreement at its sole discretion
upon written notice to the Salvation Army. Said termination
shall be effective 10 days after the City mails notice of
termination of the agreement to the Salvation Army. Any
funds not paid pursuant to Paragraph 5 above, shall revert
to the City upon said termination.
8 . If at any time or for any reason the programs or services
described in Exhibit 111" cease operation, funds not paid or
encumbered pursuant to Paragraph 5 above shall be retained
by the City for use by other programs to serve the homeless.
9. For purposes of notice under this agreement, all notices
shall be considered effective upon being sent by certified
mail to the following addresses:

PROGRAM DESCRIPTION
The City of San Luis Obispo has agreed to contract with the Salvation
Army to perform the following program:
The Salvation Army will provide a program which will shelter homeless
people who do not meet the criteria for acceptance into the People's
Shelter program, or who cannot be admitted due to space limitations.
The program will be operated in two renovated buses which will
provide transportation to and serve as a camping facility at county
parks. The program can serve approximately 20 people each night as
needed.
The City of .San Luis Obispo will provide funds in the amount of
$6, 800. 00 for two months of program operation to be administered
through the City contingent upon operation of the program for a
minimum of 30 days each month.

REPORTING REQUIREMENTS
One report is due on April 30, 1988, 30 days after the end of the
contract period. The report should include:
1. A brief synopsis of the two months of operation,
highlighting factors such as number of days of program
operation, number of people served, average length of stay,
and an overall profile of the "type" of homeless people
served.
2. Report of City funds expended during the contract period.

Human Relations Commission
Meeting of Wednesday, April 6, 1988
I. WELCOME/INTRODUCTIONS
The regular meeting of the Human Relations Commission was
called to order by Chairperson Leigh Willard at 7: 00 P.M. , with the
following persons in attendance:
MEMBERS PRESENT: Shelley Aleshire, Mike Blank, George
Brudney, Jeanann Forsyth, Barbara Gauntt, Gwen McNamara, Leola
Rubottom, and Jean Seitz.
MEMBERS ABSENT: John Downes and Fay Potashin
STAFF PRESENT: Steve Henderson and Bob Van Sickel
II. APPROVAL OF MINUTES
The Minutes of March 2, 1988 were approved as mailed.
III. UPCOMING EVENTS/REVISED EVENTS CALENDER
Chairperson Willard reviewed the updated events calender for
1988. He then appointed Commissioners to serve on the GIA and
Planning/Training/Mediation committees for the coming year:
GIA Committee: Mike Blank, Shelley Aleshire, Leola Rubottom,
John Downes.
Planning/Training/Mediation Committee: Fay Potashin, Jean
Seitz, Jeanann Forsyth, Barbara Gauntt.
Chairperson Willard then called for volunteers to complete the
City Council meeting assignments for 1988. The only empty month
remaining is now August.
The "buddy system" of new Commissioner orientation was
discussed, and new members were paired with experienced Commissioners
to further enhance the orientation process.
The special meeting of the HRC (for review of the
Grants-in-Aid procedures) was set by consensus for Wednesday, April
27, at 7: 00 P.M. in Hearing Room #9. Afterword, members will
adjourn to Commissioner McNamara 's home for refreshments and
socializing.
IV. WORKPLAN REPORT
George Brudney moved, Mike Blank seconded, to accept the
updated version of the HRC Workplan as submitted. MOTION PASSED
UNANIMOUSLY.

V. UPDATE ON HOMELESS SHELTERING
Steve Henderson gave a status report and overview of recent
homeless sheltering developments, including the current Salvation
Army request for interim funding through June (for the operation of
the former Zedakah House bus program) .
Captain Dan Hughes of the Salvation Army gave a presentation
on the various efforts of that agency to provide shelter to the
homeless of San Luis Obispo. Questions from Commissioners ranged
from concerns about alternative funding measures, proposed sites, and
clientele to be served, to the various services which would actually
be provided at both the current emergency shelter and any eventual
permanent facility.
George Brudney moved, Jeanann Forsyth seconded, to recommend
that the City Council approve the Salvation Army's request for $5, 572
to fund the bus program through June. MOTION PASSED UNANIMOUSLY.
There followed a wide-ranging discussion of the City's . role
in the establishment of a permanent shelter in San Luis Obispo. The
Commission believes that it needs more information before it can
recommend a long-term policy stance to the Council. Staff was
directed to keep the HRC fully informed of developments on this
issue, including the activities of the Coalition for the Homeless.

VIII. REPORT ON CITY COUNCIL MEETINGS
Leola Rubottom and Jean Seitz reported that recent Council
meetings have contained little that is of direct interest to the HRC.
IX. PUBLIC COMMENT
There were no comments during this time.
X. COMMISIONER INPUT/COMMENT
Commissioner Willard recommended that this agenda item be
combined with the Public Comment period in the future.
XI. CHAIRPERSON'S REPORT
A. Liaison Recruitment: This activity will take place at
the July meeting during the Chairperson's Report.
B. "Buddy System" summary: Chairperson Willard solicited
comments from the new Commissioners regarding their assesment of this

method of new member orientation.
C. Videotape Update: Leigh Willard and Leola Rubottom will
be responsible for making recommendations on the editing of the
orientation videotape.
D. Advisory Body Dinner Summary: Chairperson Willard
complimented the City on the excellent time had by all.

Bob Van Sickel gave a brief report on the Women's Shelter
Program.

It is my pleasure to bring you current on the status of tho San Luis Obispo
Coalition for the Homeless and the establishment of permanent shelter for the
homeless in our community.
Organizationally I think you will agree. with me that the att.aached roster of
voting members indicates the Coalition has developed a broad-base of support
within the ranks of service providers, and governmental and volunteer
organizations throughout Che county. As pi'r the roster we have established :our
sub-committtees, I believe your staff has provided ,you with information relative
to the functions and objectives of the committees. The committees Tarte busily
engaged in bringing to you and the County Board rif Super visors what we hope will
be an acceptable- permanent sh..! t?r proposal .
Both the Salvation Army and People' s Sheltcr are well-represented •-):; our
sub-committees and it is expected that these two groups will be abl = to blend
their experience and knowledge to work together under one umbrella without
losing their individual identities. The common goal is to provide shelter, and
rehabilitation, far as many of rhe county' q homeless .is possi Ill

successful program out of local churches on a month-to-month basis. They have a
commitment from the churches which will carry the program through the next few
months.
