CAO RECOMMENDATION: Adopt resolution approving the memorandum of Agreement BACKGROUND: Discussions with employee representatives of the newly formed association commenced in May of this year to prepare a memorandum of agreement for the police managerial staff officers. The attached agreement reflects the mutual and cordial resolution of items of concern to both the City and the police mid-managers. This association is the exclusive representative for all Police Captains, Police Lieutenants, and Police Sergeants. These total thirteen positions. Previously these positions were represented by the Police Officers Association which remains the representative for all sworn non-supervisory police officers, dispatchers and technical personnel. In consideration of the staff officers supervisory and managerial responsibilities, the differences between exempt and non-exempt compensation schedules, and in accordance with the common practice in both private and public sectors to allow a separate association for supervisory personnel the new unit requested by the staff officers was approved by the City Administrative Officer. This group is the second mid-management association recognized by the City, and will soon be followed by a similar group representing the Fire Battalion Chiefs. As has been the case with the general mid-management group, neither the City nor the Association used outside negotiators. The focus of the negotiations was to establish a compensation package which was consistent with both internal and external comparisons and which reflected the organizational values of the City while recognizing the managerial roles performed by the staff officers. Of initial concern and necessity was the development of an exempt salary schedule for these positions to adequately provide a minimum differential between the various ranks and functional responsibilities. Equally important in the establishment of the actual proposed salary ranges is for the ranges to reflect that these positions are no longer eligible for additional pays such as educational incentives, speciality pays, line-up pay, overtime pay and minimum call back allowances. During 1986 we began the establishment of the police exempt managerial classifications but chose to defer a major compensation schedule change until the next negotiations session. The 1986 reorganization did result in temporary salary ccmpaction between sworn ranks which has been addressed in this agreement and the ranges also reflect the reduction of the plethora of additional pays in favor of one exempt pay range common for managerial positions. Following is a summary of the major items included in the agreement. TERM: 5 years commencing 1 July 1988 through June 30 1993. SALARY CHANGES: Year l 1. An exempt salary schedule was established as a basis for negotiations which provided for an exempt pay range for all sergeants and included within the range consideration for currently received educational incentives, line up pay, and minimal overtime pay. The pay ranges for both lieutenants and captains were adjusted to allow a 10% differential between ranges. MISC: Funding for the medical insurance Premiums shall be increased from $284 to $300 per month effective December 1988 and to $325 per month effective December 1990 and to $350 per month effective December 1992. All additional costs shall be paid by the employee and the Association shall actively participate in the Medical Review Committee. The Uniform allowance shall be $800 per year effective July 1988 and $600 per year effective July 1989 and $700 per year effective July 1990, 1991, and 1992. The administrative leave granted exempt employees shall be increased to 64 hours per year effective July 1988. Effective in 1990 up to 40 hours of unused administrative leave may taken as pay. The Association and City agree that the agencies used for comparisons purposes for management positions shall be used for comparison purposes for the police management positions. Economic reopeners have been included due to the length of the agreement. FISCAL IMPACT Total annual compensation costs for the police management unit currently are approximately $725,000. Total compensation changes outlined above are consistent with changes granted other city bargaining groups. RECOMMENDATION: ADOPT RESOLUTION APPROVING THE MEMORANDUM OF AGREEMENT. BE IT RESOLVED by the council of the City of San Iris Obispo as follows: Section 1. The Memorandum of Agreement between the City of San Luis Obispo and the San Luis Obispo Staff Officers' Association, attached hereto as Fdibit "A" and incorporated herein by this reference, is hereby adopted and ratified. Section 2. The Finance Director shall increase the Personnel Services appropriation accounts to reflect the negotiated oampensation charges. Section 3. The City Clerk shall fiunish a copy of this resolution and a copy of the executed Memorandum of Agreement approved by it to: Robert Downey, President SLOPSOA; Arm Crossey, Personnel Director: William Statler, Finance Director.
