Peterson% Prepared by: Barbara Lynch Public Works Director City Engineer Engineering Assistant/Traffic SUBJECT: Submittal of Plans and Specifications for the Downtown Signal Upgrade Project, City Plan No. G-07E CAO RECOMMENDATION: By motion approve Plans and Specifications, and authorize staff to advertise for bids DISCUSSION: All of the traffic signal controllers in the downtown were installed in the 1950's and 1960's. With the exception of those signals upgraded last year, the older controllers have become an increasing maintenance problem and replacement parts are scarce. New controllers are to be installed which will provide added safety features, versatility, reduced risk of conflicting signal indications, lower maintenance, and standardize our controller equipment. Visibility of the signal lights will be upgraded to conform with federal guidelines. `This will also improve safety at the intersection. See Exhibit A. The ARC reviewed a preliminary proposal of the work to assist staff in determining controller placement and equipment color. The ARC adopted two colors proposed by Pierre Rademaker to replace the presently used Sorrento Olive, and also adopted a fluted style pole for the mast arm signals. They proposed placing the signal controllers in landscaped areas when possible and adjacent to other sidewalk furniture as an alternative. This involves moving the controllers some distance from their existing locations, often at substantial expense. The Fire Department has requested that a pre-emption system be installed at five of the intersections included in this project. As this equipment was not originally budgeted with this project, staff has made it a separate bid item. The item may be excluded if adequate funds are not available for the project. This will be resolved when the bids have been received, possibly by a supplemental appropriation. Three of the intersections included in this project are partially state owned. Cooperative agreements with the state have already been approved by the council for the intersections. The state will provide the controllers for the upgrade and the city will provide the remaining equipment. When bids are received, staff will prepare a resolution for a supplemental appropriation. ENVIRONMENTAL IMPACT: The project is identified as Minor and Incidental by the Planning Department. However, ample funds are available in the Traffic Signal Improvement account to cover increased costs. CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION: Upgrading work will not be done.
