SUBJECT:
Submittal of plans and specifications for Parking Lot Surface
Maintenance Project , City Plan No. M-61D.
CAO RECOMMENDATION:
By motion approve the plans and specifications, authorize staff
to advertise for bids , find that the project is not of sensitive
or exceptional community interest and authorize the CAO to award
contract if the bids are below the Engineer ' s estimate.
BACKGROUND:
The Municipal Parking Lots require a periodic seal coat to delay
deterioration from sun, air, water and oils and fuels that drip from
vehicles. This project will seal coat Parking Lots number 5, 8 , 9,
10, and 14, and overlay and seal Parking Lots number 2 , 3 and 11 .
Parking Lot number 2 was constructed in 1958 and was overlayed with
1" in 1967 . Parking Lot number 3 was constructed in 1956 and had a
1" overlay applied in 1967 . Parking Lot number 11 was constructed in
1966 and 1968 . The pavement on these lots has performed quite well
throughout its design life. ' The overlays in this project should
extend the life of the lots another 10 to 15 years before major
renovation will be required.
Timing of the work is set so as to complete the parking lots prior to
the start of construction (and removal of parking) for the new Marsh
Street Structure.
As lots are restriped, staff will attempt to gain as many spaces as
possible by including compact spaces where feasible.
Alternatives:
Option 1 . Complete the repairs and seal at this time.
Option 2 . Delay the project until a later date.
Pros and Cons:
Use available funds to complete essential repair and seal of
Municipal Parking Lots to protect the existing investment.
Preserve funds at a cost of accelerated failure of existing
pavements.

If the project is delayed, there will not again be a convenient
construction period until after completion of the Marsh Street
Structure in December 1989 .
Purchasing Procedures :
Purchasing Procedure 403-3 Contracts over $5 ,000 applies to this
contract.
Fiscal Impact•
Engineer's estimate: $60 ,000
Funds were appropriated for this project as one of the SunT�ental
Capital Projects approved on June 6 , 1988 .
Recommendation:
By motion approve the plans and specifications, authorize staff to
advertise for bids, find that the project is not of sensitive or
exceptional community interest and authorize the CAO to award
contract if the bids are below the Engineer's estimate.

review.
