SUBJECT:
Submittal of plans and specifications for "Street Tree Trimming
Project" ; City Plan No. N-37Y.
CAO RECOMMENDATION:
Approve plans and specifications and authorize staff to advertise
for bids; Authorize City crews to trim the street trees in Areas
2C and 2D which are not included in a contract.
BACKGROUND:
The FY 1987-89 Financial Plan identified $66,000 in the Tree
Maintenance Operating Budget for a pilot activity to contract for
tree trimming in the residential neighborhoods.
To facilitate the administration of a Street Tree Maintenance
Program, the City has been divided into five geographical areas each
having four subsections. This contract is for the trimming of the
trees in subsections 2A, 2B, and 2C (see attached map) . In an effort
to complete the trimming of all the street trees in Area 2 during FY
1988-89, and to obtain comparison cost and knowledge regarding City
trimming costs, staff requests that the City crews be authorized to
trim the trees not covered by contract in Areas 2C and 2D. Addi-
tional labor will be requested from the California Conservation Corps
to allow the City crews to accomplish this added workload.
The Engineer 's estimate for this project is $100,000; however, this
Is our first major tree trimming contract . We propose to bid the
project at this amount with the stipulation that each of the
subsections can be awarded separately, thus giving a great deal of
flexibility in awarding a contract within available funds.
This is a maintenance contract and thus the payment of prevailing
wage is not required.
Purchasing Procedure
This project is being bid following the Procedures in section 403-3 .

Engineer 's estimate: 100 ,000
Funds Available: 66,000
There is $31 ,000 remaining in the FY 1987-88 Budget that was
designated for this work and there is $35 ,000 appropriated in FY
1988-89 . The FY 1987-88 funds are to be carried over and designated
for funding of this project.
Recomendation
Approve plans and specifications and authorize staff to advertise for
bids; Authorize City Crews to trim the street trees in Areas 2C and
2D which are not included in a contract.
Attachments : Map and Specifications available in the Council Office for
inspection.
