SUBJECT:
Negotiating a Contract to Prepare Feasibility Study of Detention Dams
Upstream of the City
RECOMMENDATION:
1 ) Certify the Ranking of Firms Evaluated
2) Authorize Staff to Negotiate a Contract
3) Authorize the CAO to Execute a Contract for Preparing the First Phase
of the Study
BACKGROUND:
At its meeting of October 8, 1987, the Council considered the possibility of
contracting for an engineering study to determine the feasibility of installing
detention dams upstream of the city to assist in control of peak storms. Staff
was directed to prepare a scope of work and to determine if Zone 9 Advisory
Committee was willing to recommend that funds be appropriated to share in the
cost of the study.
Staff prepared a scope of work and presented this, together with the request
for financial participation, to the Zone 9 committee. At its January 20, 1988
meeting. the committee determined that it did not wish to participate in the
study.
The Council, at its meeting of March 15. 1988, directed staff to proceed with
the study. The Council also requested the Mayor, as a Zone 9 representative,
to present a request to Zone 9 to share equally in the cost for the preliminary
study which is estmated to cost $15,000.
At the Zone 9 meeting on June 16. 1988, the committee reconsidered the request
and agreed to share equally in the cost of the preliminary study as requested
by the City. The money will come from the fund set up for minor projects
within the City.
With Council approval and .in accordance with the Purchasing Manual Procedure
PC-402-1 , staff distributed the RFP and received proposals from three firms. A
staff committee interviewed representatives from the three firms and ranked the
firms in the following order:
1 . Schaaf & Wheeler Consulting Civil Engineers
2. John L. Wallace & Associates
3. Willdan Associates
This feasibility study is the first phase of the study of upstream detention
facilities. It will be broken into two parts. The first part will determine
if a number of small retention basins will provide for protection during peak
storms and which sites are best suited for these facilities. The second part
will determine the cost of constructing these facilities and the economic
benefits obtained.- The second part will be excluded if there are no sites
found which will provide the desired results.

The second phase will be a refined conceptual design of the projects, explored
during the first phase, that have been chosen by the Council as providing the
most desirable alternative for reducing flood damages.
FISCAL IMPACT:
The first phase of this study is estimated to cost $15,000. Zone 9 has agreed
to pay for half the cost of this phase. The second phase is estimated to cost
$50,000. The second phase will continue only after Council approval.
Sufficient funds are available within the Flood Control Capital accounts in the
current budget to pay for the first phase study.
CONSEQUENCE OF NOT TAKING ACTION:
The question of which alternative, if any, will best mitigate flood damages
will remain unknown and Council will have no guidance as to which methods which
mitigate flooding should be followed in the future.
ACTION RECOMMENDED:
1 . Certify the ranking of firms evaluated
2. Authorize staff to negotiate a contract with the number one ranked firm
3. Authorize the CAO to approve and execute a contract for preparing the first
phase of the study
