SUBJECT: GP 1380: Consideration of amending the Land Use and Water and Water Management
Elements of the San Luis Obispo General Plan to include minor annexation
policies.
CAO RECOMMENDATION
Adopt the attached resolution approving amendments to the general plan's minor
annexation policies as recommended by the Planning Commission.
DISCUSSION
The April, 1988, the City Council stated an interest in reevaluating annexation policies
contained in the Water and Wastewater Management Element and minor expansion policies
in the Land Use Element (1977). Water Management Element policies require that the
city defer consideration of any annexation — even small areas where on-site wells can
provide adequate water supply -- until the city completes environmental review and begins
designs for new water sources that could serve the whole city. While these policies
respond to the city's water shortage problem, their effect is to defer consideration of
any annexation proposal — even those that may provide substantial public benefits such
as open space preservation.
Staff feels that the consideration of minor annexations that provide on-site water or
equivalent city water-use "offsets" might be appropriate if there are substantial
public benefits. In the near future, the city will be asked to consider at least four
annexation applications-. We prefer to look at the the "ground rules" for consideration
prior to reviewing these proposals.
On May 11 and 25, the Planning Commission reviewed minor annexation policies drafted by
staff and made several amendments. The commission recommends that the City Council adopt
the proposed policies -- see attached Figure A.
SIGNIFICANT IMPACTS;
There will be no significant fiscal or environmental impacts from approving the proposed
general plan amendments. Individual annexation proposals will be evaluated for their
environmental impacts.
CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION:
Delaying action on the proposed policies could delay city consideration of annexation
proposals that await city consideration. Failure to adopt these policies would probably
preclude the city's approval of pending annexation proposals because of conflicts with
adopted Water and Wastewater Management policies. I

3 . General Plan Amendment GP 1384. Consideration of amending the
Water and Wastewater Management Element policies concerning water
use and supply; City of San Luis Obispo, applicant.
Glen Matteson, Associate Planner, presented the staff report
recommending that the commission consider the initial environmental
study and recommend to the City Council that the amendment be adopted
as drafted in the staff report.
In response to a question from Commr. Roalman, Glen Matteson
indicated that any additional use by Cal Poly would worsen the city's
water situation. He also noted that there was a possibility that
other state agencies (i.e. , the Men's Colony) would try to obtain
surplus water from the Whale Rock Reservoir.
Mr. Matteson noted for Commr. Schmidt what the city is doing to
accomplish the 25 percent decrease in water usage.
Commr. Hainline questioned what could be done to deal with the
proposed Cal Poly enrollment increase this fall and was concerned
that the demand on water would be great from the university. Glen
Matteson indicated that the city has made it known to the university
that there is a limited water supply.
Commr. Schmidt suggested that the commission strongly ask the City
Council to work at the political level in Sacramento to make clear
the water problems that now exist and how an increased enrollment at
Cal Poly could affect the city.
Commr. Hainline supported Commr. Schmidt's suggestion.
Glen Matteson reported on the status of the well drilling that was
now taking place.
Chairperson Kourakis declared the public hearing open.
Don Smith, 1111 Vista del Lago, summarized a handout he distributed
to the commission. He strongly recommended that no more increases in
water use be allowed and the city return to zero overdraft as soon as
possible. He felt this could be achieved by water conservation and
drilling more wells. He was concerned that the Men's Colony would
have first right to any surplus water from Cal Poly since the city
had no agreement with Cal Poly to use its water.

Commr. Gerety indicated he was not enthusiastic about using ground
water as a water source for the city. He felt the city did have some
sources of ground water, but would not want to depend on it, because
of potential impacts to the ecology of the Laguna Lake area. He
hoped the commission would come out strongly in opposition to
utilizing ground water. He would not be in favor of using any ground
water that was available. He felt that there would not be enough
ground water to go around if the county was also depending on it for
development just outside the city limits. He indicated that
originally he had advocated the 100 percent safe annual yield of 8180
and had opposed that the commission recommend to the council that the
city could should and could exceed the city's SAY by 10 percent.
Commr. Hainline felt the city should get strict now and come up with
a proposal to get back to minimum water usage.
Glen Matteson noted other well sites that the city was looking at as
water sources.
Commr. Roalman moved to recommend to the City Council not to adopt
the modification to the Water and Wastewater Management Element..
Commr. Gerety seconded the motion.
Commr. Hainline suggested adding that the city should return to the
safe annual yield and no reliance on underground water.
Commr. Crotser indicated it was helpful to know about the early
results of the well drilling. This information made him somewhat
reluctant to support the general plan amendment and skeptical to rely
on underground water as a continuous water source.
Commr. Kourakis agreed with Commr. Crotser's comments. She also felt
the condition of the new well helped her decide not to support the
amendment.
VOTING: AYES: Roalman, Gerety, Crotser, Duerk, Hainline,
Schmidt, Kourakis
NOES: None
ABSENT: None
The motion passes.
Commr. Duerk felt it was time for the city to get serious about the
water situation.

Commr. Hainline moved to recommend to the City Council that (1) the
city return to the Safe Annual Yield; (2) there be no reliance on
ground water; and (3) make viable contacts with the college system in
terms of their demands and make sure they respect the water
requirements of the city and that they make decisions on enrollment
increases based on city's resources.
Commr. Gerety seconded the motion. He . felt the second part of the
motion should be amended to say there should be no reliance on ground
water until the city has more information on impacts on the
environment.
Commr. Hainline accepted Commr. Gerety's suggestion to amend the
motion.
Commr. Schmidt indicated he would support the motion. However, he
indicated he was not convinced that there was enough ground water
available to make a difference or that it was of high enough quality
that it would be used.
