Prepared by: Bridget O.Fraser Public Works Director City Engineer Engineering Assistant SUBJECT: Submittal of Plans and Specifications for "Street Reconstruction and Resurfacing Project, Various Locations, City Plan No. M-08A". CAO RECOMMENDATION: By motion, approve Plans and Specificatons and Authorize Staff to advertise for Bids. DISCUSSION: The Pavement Managenent System Capital Improvement Program street priority list was submitted and adopted by the Council on February 16, 1988, by Resolution No. 6398 (1988 Series). The streets to be reconstructed or resurfaced under this project are listed as project nos. 3,7,10,19,20,27,29,32-35,39 and 40. Project no. 1 is currently under contract with Madonna Construction Co. The omitted projects are being delayed due to conflicts with future utility, City, or private development projects. Significant Impact: The estimated costs are as follows: Base Bid: $757,575.00 Contingencies: 42,425.00 Total: $800,000.00 $540,000 has been appropriated for street reconstruction and resurfacing in the Capital Reinvestment Plan of the 87/89 Financial Plan. To prevent an increase in the backlog of street reconstruction and overlay projects, Council approved an additional $140,000 appropriation to the C.R.P. Street Fund for street reconstruction on June 6, 1988, by Resolution No. 6450 (1989 Series). Total funds available for this project are $680,000. On May 17,1988, by Resolution No. 6439 (1988 Series), the Council authorized the Mayor to enter into an agreement with the City of Dublin to exchange the City of San Luis Obispo's FAII funds for general funds. Upon execution of the agreement, the City of San Luis Obispo is to receive $322,500. Per the terms of the agreement, these funds are to be used on projects eligible for the expenditure of street funds. At the time the contract is awarded, it will be necessary to appropriate $120,000 of the FAII exchange apportionment, to cover the cost of this project. This project has been given and EIR clearance by the Planning Department. Status: Categorical Exemption. CONSEQUENCE OF NOT TAKING ACTION: The project may be more expensive to construct at a later date, deterioration of the streets will continue, and the back log of projects will increase. ACTION RECOMMENDED: Approve the Plans and Specifications and authorize staff to advertise for bids.
