SUBJECT: California Energy Commission Energy Partnership Program CAO RECOMMENDATION: By Resolution Authorize and Direct Staff to file an application with the California Energy Commision for participation in its Energy Partnership Program. BACKGROUND: We have recently been informed of the California Energy Commision's Energy Partnership Program for local governments. The Program provides technical assistance to local governments to identify, evaluate and implement energy saving or energy producing projects. Over the past several years the City has made good progress in energy conservation. However, there is considerable room for further savings. The FY 1987-89 Financial Plan identified $33 , 000 a year for a two year position of Energy Conservation Coordinator. We were unsuccessful in recruiting a qualified individual that we felt would accomplish the task. We have given careful consideration to the hiring of a consultant who could accomplish the work in a shorter time than would be possible with a single City employee. The Energy Partnership Program proports to accomplish nearly the same work we were going to request of a consultant. The City would be obligated to contribute staff time to the project that would equal 25 percent of the cost of the Partnership Program. This time is available from present staff and from part time staff that is authorized in the budget for energy conservation. Recommendation: By Resolution Authorize and Direct Staff to file an application with the California Energy Commision for participation in its Energy Partnership Program. (1988 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING PARTICIPATION IN THE ENERGY PARTNERSHIP PROGRAM WHEREAS, SB 880 has provided funds to the California Energy Commision (CEC) for energy support to local governments through the Energy Partnership Program; and WHEREAS, The City qualifies to participate in the CEC'c Energy Partnership Program: and WHEREAS, The City recognizes that assistance will allow better use of limited staff recourses and expertise to deal with energy matters; NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. The Public Works Director shall file an application with the California Energy Commission for participation in its Energy Partnership Program. SECTION 2. The City Clerk shall furnish a copy of this resolution to the the Public Works Director . Audit all electrical and natural gas energy consumption. 2. Review all fixed equipment that Consumes energy. 3. Review rate structures and the appropriateness of the rate structure applied to each point of connection 4. investigate vehicle fleet fuel consumption. Phase II - Development and Evaluation of Options 5. Recommend modifications to systems and facilities that will reduce the consumption and/or cost of energy while maintaining necessary services. 6. Recommend modifications for the vehicle fleet. 7. Investigate and recommend an Energy Monitoring System. The system should use technology appropriate for the needs of the City. S. Prepare cost and benefit analysis for recommended modifications and Energy Monitoring System. Phase III - Design of Selected Options 9. Design selected modifications to systems and facilities. Phase IV - Implementation of Selected Options 10. Investigate and evaluate. financing options. Savings should pay the cost of all work. 11 . Prepare bid package(s) for the accomplishment of selected changes. Specifications to be in standard format used by City, 12. Assist in evaluation of bids. 13. Provide Construction Management and Inspection services during contract period to assure that the modifications will perform as designed. 14. Provide training of City maintenance personnel on the operation and maintenance of systems installed. C -�-J7' The proposed Energy Management Program is to include all energy consumed by the City including but not limited to the following: Street Lighting Water and Wastewater Treatment and Pumping Facilities Administrative Buildings including City Hall, Police Department, four Fire Stations, Corporation Yard Parking Structures and Surface Lots Swimming Pool and Support Building and Equipment Recreation Facilities including Buildings, Parks, Ball Fields, Tennis Courts, etc. Industrial and Storage Facilities - Corporation Yard Outdoor Security Lighting Vehicle Fleet g:e-m-app G-�rS
