SUBJECT: Consideration of the Promotional Coordinating Committee's recommendations
for Grants-in-Aid funding to fifteen agencies in an amount of $46,850.00.
CAO RECOMMENDATION:
Approve each funding request as recommended by the Promotional
Coordinating Committee and authorize staff to develop contracts with each
agency to perform proposal requests in the amount of $46,850.00.
BACKGROUND:
The Promotional Coordinating Committee (PCC) commenced the Grants-in-Aid
cycle for fiscal year 88-89 by advertising extensively in local media for
proposals. A mandatory applicant workshop was held February 12, 1988.
Twenty-two agencies attended and of these, twenty submitted applications.
In FY 85-86, sixteen agencies were awarded funds totalling $43,750. For
FY 86-87, $48,595 was awarded to nineteen agencies. In 1987-1988, the
Council authorized contracts with 18 agencies in an amount of $49,720.00.
After nearly 48 hours of review, the PCC Budget Committee met on April
27, 1987 to present the recommendations to the full committee. These
recommendations were pesented in writing. (Attachment "A") . On May 11 ,
1988, the PCC held a special meeting to review the proposals and the
recommendations of the Budget Committee and agency representatives were
invited to participate.
The total funding requested was nearly $89,000. The Budget Committee
recommended total funding in the amount of $43,450. The final
recommendations of the PCC are $46,850.
ANALYSIS:
The PCC utilized for the first time the Council approve Grants-in-Aid
criteria for funding. (Attachment "B") . These criteria were used by the
Budget Committee and the PCC in reviewing and analyzing each proposal.
The PCC adopted a position regarding continued funding to agencies which
have developed beyond the need for financial assistance. This is due, in
part, to the organizations evolving success in the community and
demonstrated financial security.

The Mozart Festival and Poly Royal have received from the city $68,000
and $20,000 respectively since 1975. The Budget Committee and the full
PCC felt tremendous community support for these two organizations has
developed. Funding for other organizations is more critical and should
have priority.
The recommendations by the PCC are $9,150 less than the authorized
appropriation of $56,000 for fiscal year 1988-1989. The PCC would like
to use these funds when considering future Grants-in-Aid requests during
the fiscal year. The Krewe of Karnival has requested $2,000 of
Grants-in-Aid funds to subsidize an increase in liability insurance. No
decision by the PCC has been made on this application.

ALTERNATIVES:
1. Accept the recommendations of the Promotional Coordinating Committee and
direct staff to develop contracts with each of the funded agencies for Council
approval for a total funding level of $46,850.00.
2. Review the recommendations of the Promotional Coordinating Committee and make
adjustments regarding funding levels. Thus, Council might alter the
recommendations without requesting further review by the PCC.
3. Return the recommendations to the PCC for further study and investigation.
CITIZEN PARTICIPATION:
The PCC advertised the Request for Proposal extensively in the local media.
The Applicant's Workshop was conducted for all interested in the Grants-in-Aid
program and attendance at the workshop was mandatory for proposal acceptance.
Two public meetings were held - one by the Budget Committee and one by the
full PCC. Each of the agencies presented its proposal at the meeting of the
PCC on May 11. Committee members given the opportunity to question agency
representatives at the time of the presentation and time was also provided for
public comment regarding the Grants-in-Aid.
FISCAL IMPACT:
Council had approved a line item amount for Grants-in-Aid for the PCC of
$56,000.00 during the budget hearings of the 1987-1989 Financial Plan. Since
the total funding recommended is within that amount, $46,850.00, there would
be no further fiscal impact on the City.
STAFF RECOMMENDATION:
Staff recommends Council approve each funding request as recommended by the
Promotional Coordinating Committee.

This year twenty applications were received by the Promotional
Coordinating Committee, seeking a total of $88,675.00.
The members of the Budget Committee spent approximately 48 hours in
reviewing and analyzing the proposals. We have recommended a total of
$43,450.00 leaving $12,550.00 of the $56,000.00 budgeted. The Budget
Committee recommends funding for the full amount for eight of the
proposals, partial funding for seven of the proposals, and does not
recommend funding five of the proposals.
The Budget Committee believed it was necessary to take a position on an
issue that has been considered by the PCC many times, i.e. , whether it is
appropriate for the PCC to recommend continued city funding for
organizations that have apparently developed beyond the need for funding
due in part to the organization's continued success in the community and
it's demonstrated financial security.
The Budget Committee felt that both the Mozart Festival and Poly Royal
were prime examples of organizations that have received strong support
from the community and the city. Both are well operated events in which
the city and community can take pride. They are examples of how
organizations can grow into community assets.
The Budget Committee would like the PCC, City Council, and these
organizations to see the recommendations for no funding not as a negative
determination, but to the contrary - as a positive recognition of these
organization's success and their ability to thrive financially independent
of city funding. Through this action the committee may better assist other
organizations and events.

March 22, 1988
1. County Band - There continues to be no requests of funding from other
cities. The City of San Luis Obispo grant represents 40% of budget
while a disproportionate share of designated appearances are outside
of city.
Request: $2,500.
Committee Recommendation - $1 ,600 for band uniforms. In the future,
they need to demonstrate the request of funding from other local and
municipal sources.
2. American Lung Association - the concert series is not held in the city
limits. Income projections appeared very optimistic. Some budget
items (income and expense statements) and SLOJAZZ '88 concert series
are in error.
The American Lung Association is a three-county organization. The
need for a concert series is not readily apparent.
Request: $8,600.
Committee Recommendation - $1,_500 for advertising.
3. Friendship School - Well written proposal . Could be used as an
exemplary sample for next year's applicants workshop. Promoting art
with the disabled is a demonstrated need. Educational potential for
reaching many people through a video is a fine and attainable
objective.
Request: $2.350.
Committee Recommendation - $2.350.
4. San Luis Obispo Little Theatre - Vast majority of participants are
residents of the City. Only community theatre of its kind in San Luis
Obispo. Has established a long-term history extending 41 years.
Committee recognizes rental and insurance premium increases.
Request: $5,500.
Committee Recommendation $200.
5. San Luis Obispo Vocal Arts Ensemble - Well done proposal with good
narrative and budgetary documentation. They wish to keep ticket
prices down. Unique cultural service permanently benefitting city
residents. Well run and managed organization.
Request: $3,000.
Committee Recommendation - $3.000.
6. EOC Wine Festival - Well supported in community benefitting children's
programs including a car seat loan program. Need has been amply
demonstrated. Fiscal documentation is very sound.
Request: $6,500.
Recommendation - $4,000.
7. San Luis Obispo Youth Symphony - Unique service benefitting youth of
San Luis Obispo. Committee felt the instrument coaches were a direct
and needed service filling the vacuum left by the school district.
Sixty percent of membership are local youth.
Request: $2,000.
Recommendation - $2,000.
8. San Luis Obispo Mozart Festival - The Mozart Festival is well
organized and providing a unique, high quality, high profile,
community event. The Festival has strong financial resources, broad
funding base and a positive cash flow. It appears that this
organization has developed beyond the need for continued funding from
the City.
Request: $6,500.
Committee Recommendation - 0.
9. Poly Royal - Generates a tremendous number of local and out of county
visitors. Appears to be a very small percentage of budget requested
from city. It appears that this organization has developed beyond the
need for continued funding from the City.
Request: $4 ,000.
Committee Recommendation - 0.
10. Cal Poly Foundation (Cal Poly Center for the Arts) - This appears to
` be a Cal Poly function and could be more appropriately funded by Cal
If Poly. A significant portion of the request is for salary and fringe
l (66%) . The request represents only 2% of their budget and would
\appear they have other funding resources.

il . SLO Recreation Department - The Committee feels the Recreation
Department should ask the City Council for additional operational
funds to subsidize this arts program or submit an application
utilizing a non-profit agency for consideration by the PCC.
Request: $4,800.
Committee Recommendation - 0.
12. Cuesta Community College Foundation - Improved budget submittal. The
Committee was not able to determine the number of people who attended
last year or projections for the upcoming series. The Committee
questioned the facility use charges and the organizational "in-kind"
costs. Unable to determine the number of city residents. Seems only
15% of budget goes to the lecturers.
Request: $5,500.
Committee Recommendation - $2,500.
13. San Luis Obispo County Symphony - The Budget Committee supports the
increased operation of the Music Van and the proposed production of an
instructional video to be used in the schools. The County Symphony's
other existing services are well run and supported in the community.
It appears that this organization, in providing its primary services,
has developed beyond the need for continued funding from the City.
Request_ $6,500.
Committee Recommendation - $21000.
14. La Fiesta - Committee recognizes improved organizational development.
Committee felt strongly that it was a "San Luis Obispo City" event.
Projected 10,000 people at parade were local . Budget documentation
has improved.
Request: $5,000.
Committee Recommendation - $5,000.
15. Music and Arts for Youth - The Committee recognizes M.A.Y. as a
beneficial program for youth. Endowment appears to have some
discrepancies. Projected increase in ticket sales may be optimistic.
What is the proposal for increased ticket sales.
Request: $2.700.
Committee Recommendation - $21700.
16. San Luis Obispo County Arts Council - 1) Committee voiced concern over
budget documents, assets and liabilities and attachments. 2) No
statement regarding reserves. 3) Well attended with a high percentage
of participants being city residents .
Request: $5,000.
Committee Recommendation - $5.000.
17. The San Luis Obispo Art Association - Not a duplicated service and
offers numerous shows. Many groups and people are using the center
year round. Represents local artists to a vast number of tourists.
Request: $7,000.
Committee Recommendation - $4,500.
18. SLO Children's Theatre - Well written proposal serving a tremendous
number of youth. Experiencing a great increase in rental expense.
Continued increase in youth exposed to program. Excellent parent
participation.
Request: $3,000.
Committee Recommendation - $3,000.
19. Pacific Repertory Opera - Committee felt this was an excellent
proposal and service to community. Budget document is well supported.
Request: $1,800.
Committee Recommendation - $1,800.
20. SLO Criterium - Does not have non-profit. status . Committee encourages
group to obtain non-profit status.

1. WELCOME/INTRODUCTIONS: The meeting was called to order at 5:35 p.m.
by Chairperson Mary Billington.
MEMBERS PRESENT: Evelyn DelMartini , Jack Gatz, Samuel Ellis,
Mary Billington, Josef Kasparowitz, Jesse Norris and LaVerne
Schneider.
STAFF PRESENT: Steve Henderson and Lois Barton.
2. APPROVAL OF MINUTES: MOTION: Evelyn DelMartini moved, Jack Gatz
seconded to aprove the minutes of the meeting of April 27, 1988.
(MOTION APPROVED)
3. REPORT AND RECOMMENDATIONS GRANTS-IN-AID BUDGET COMMITTEE:
The Committee consists of Sam Ellis, Josef Kasparowitz and LaVerne
Schneider.
Staff member Steve Ileridersou give a hrief update On the Grants-In-Aid
process. He noted that the City Council meeting date has not been
scheduled, but would probably be the first Tuesday in July.
Applicants will be notified of the time and place and will have the
opportunity to address the Council at that time.
4 . PUBLIC HEARING: It was the consensus of the Committee that the
various groups requesting funds would be asked to make their
presentation before final recommendations were discussed by the Board.
Presentations were made as follows:
1 . SAN LUIS OBISPO COUNTY BAND: Henrietta Tognazzini , President and
Jim Anderson, Treasurer. represented the Band. President
Tognazzini noted that the Portugese Festival is the main source
of donations. The requested audit has been completed and
additional financial information was distributed to Committee
members.
2. AMERICAN LUNG ASSOCIATION: Board member Ken Haas thanked the
Committee for their recommendation and explained the

activites of the association, i.e. , the SLO Jazz Concert Series.
He requested that the Board reconsider and possibly increase the
grant. Steering Committee member, Dr. Bayer Mayer noted the
widespread interest in the series. NOTE: Budget should state:
SLO Jazz 1988 Concert Series. A revised Income and Expense
Statement was distributed.
3. FRIENDSHIP SCHOOL: Carol Gordon-Lopez, representing "From the
Heart" noted the program's dual purpose in that it heightens the
awareness of the artistic ability of developmentally disabled
persons and increases their opportunities for income and
independence. The group expressed their gratitude to the
committee for it's recommendation.
4. SAN LUIS OBISPO LITTLE THEATRE: Representative Jim Nilan noted
that the SLO Little Theater is the only one of it's kind in San
Luis Obispo County. He gave an update on the activities of the
group and requested an increase in the Committee's
recommendations.
5. SAN LUIS OBISPO VOCAL ARTS ENSEMBLE: Phyllis Frank, President •
thanked the PCC for their recommendations for funding this year.

noted that the primary goal of the group is to raise funds to
promote children 's services in the area and to promote San Luis
Obispo as a center for the wine industry.

SAN LUIS OBISPO YOUTH SYMPHONY: Ron Brown• President of the
Board• noted that this is the only symphony program in which
students can perform in the San Luis Obispo area. He also
thanked the Board for it's recommendation.
8. SAN LUIS OBISPO MOZART FESTIVAL: Joan Rich • Manager, and
Kathleen Warfield, President of the Festival . represented the
group. Ms. Rich thanked the Committee for past funding and
stressed the need for funding this year. She noted that denial
of funding would put the Festival at risk of losing other funding
and asked that the Committee reconsider their recommendation of
-0- funding.

received permission from the Committee to make their
presentation at this time. See Number 13.
9. POLY ROYAL: Bob Olshausen, Superintendent of Poly Royal 1988,
Mark Gorney, Superintendent of Poly Royal, 1989, and Charlie
Crabb, Faculty Advisor represented Poly Royal. They asked the
PCC to reconsider their recommendation of -0- funding and to
remember all the events of past Poly Royals. The PCC was also
reminded of the economic advantages to San Luis Obispo generated
by the event. Additional information was distributed to the
Board.
10. CAL POLY FOUNDATION: Ron Rigier, Director of Center for the
Arts, explained the intent of the grant request and noted its
benefit to the children of the area. He requested that the PCC
reconsider their recommendation and expressed his appreciation
for the opportunity to apply.
11. SAN LUIS OBISPO RECREATION DEPARTMENT: Fran Dukehart, Mime/Drama
Artist, presented information regarding her project, the Artist
Residency Program. She feels this concept would be beneficial to
the area and asked for the Board's reconsideration of their
recommendation.
12. CUESTA COMMUNITY COLLEGE_FOUNDATION: (NOTE: PCC member, Evelyn
DelMartini stepped down for this presentation. ) Barbara George,
Executive Director. College Development and Community Services,
expressed appreciation for the opportunity to apply for this
grant. She noted that 100% of grant request is spent for guest
lecturers invited in response to community interest and
requests . She stated that the program would be in jeopardy
without the support of the PCC. Myron Graham interjected the
importance of this program to the community.
13. SAN LUIS OBISPO COUNTY SYMPHONY: (NOTE: The San Luis Obispo
County Symphony requested and received permission from the
Committee to make it's presentation between numbers 8 and 9. )
Cricket Handler, Executive Director and Hal Larson, Treasurer,
addressed the PCC on behalf of the Symphony requesting that their
recommendation be reconsidered.

Billington stepped down for this disucussion. )
Vicki Carrol, Chairperson, and Kathy Silva-Cleeves, Parade
Chairperson, thanked the Committee for their recommendation
noting that approximately 15,000 people would be watching the
parade with another 1,000 residents as parade participants.
15. MUSIC AND ARTS FOR YOUTH: Ed Apodaca, Board member, thanked the
Committee for it's recommendation and described the history of
the group as well as their goals for the future. He clarified
questions from the Committee regarding ticket sales and the
endowment.
16. SAN LUIS OBISPO COUNTY ARTS COUNCIL: (NOTE: PCC member Mary
Billington stepped down for this discussion. ) .
Donna Gibson, Director and Jan Hagaman, President of the Board,
thanked the Committee for their recommendation and noted that
with this grant, the Arts Festival will not be one of the groups
that "fall through the cracks" in qualifying criteria, etc.
17. THE SAN LUIS OBISPO ART ASSOCIATION: Ruth Fash, Vice-President
of the Board and Arne Nybak, Curator, presented their application
requesting that the Committee reconsider their recommendation.
They reminded the Committee of Che City' s obligation to keep Art
Association doors open from 3:00 to 5:00 as tradition and history
dictates.
18. SAN LUIS OBISPO CHILDREN'S THEATRE: Barbara Ratcliffe, Artistic
Director, thanked the Committee for their recommendation and
described the background of the Theatre, the recent expansion and
their goals for the future.
19. PACIFIC REPERTORY OPERA: Jill Anderson, Artistic Director,
thanked the Committee for their recommendation and expressed a
concern that the amount may be reduced. She reviewed the
accomplishments of the group and noted the importance of the PRO
in developing careers of talented persons.

6. CHAIRPERSON'S REPORT:
JUNE MEETING: Chairperson Mary Billington noted that the next meeting
will be on June 1, 1988 from 4:00 to 7:00 p.m. in Hearing Room 9.
ADVISORY BODY APPOINTMENTS: The City Council is looking for input
regarding the process (criteria, needs, etc. ) of choosing Advisory
Body members. Chairperson Billington has been working on
recommendations i.e. , application form, criteria, etc. , should be
specific for PCC. Members will contact Mary by Sunday, May 15 with
their suggestions.
7. STAFF REPORT: Steve Henderson reminded Commission members of the June
1, 1988 special meeting regarding Contracts of Chamber of Commerce,
VCB and Sexton & Francis.
8. PUBLIC COMMENT: Mark Gorney of Cal Poly thanked the Committee for
reconsidering the proposal for Poly Royal .

Dear Members of the City Council:
Attached is the speech that I never quite finished on
Tuesday night. If you would take the time to read it
now, I promise not to make another one on Monday night.
Several of us will be in attendance to answer questions.
I certainly hope that we can work together to arrive at
a system which helps to support all worthy groups in -the
community. I think that the city has been considered a
valuable friend of the arts for many years and we just
need to find the right format for the future.

My name is Clifton Swanson and I am Music Director of the SLO Mozar
Festival . There was a time , long ago, when I frequently came in front
of the city council advocating the County Symphony and the Mozart
Festival asking for support and extolling the virtues of these
organizations. Frequent , also, were appearances year after year after
year before the Promotional Coordinating Committee .
I come before you once again because I am so concerned with the
direction that the funding of cultural organizations has taken
recently. I hope that I can be convincing because this is a pivotal
moment in arts funding for our community and the long range
implications are significant . I want to stress that in no way do I
appear before you unappreciative of the support that the arts have
received and are currently receiving (especially in light of our
project for a performing arts center) , but I hope to persuade you that
existing arts groups including the Mozart Festival are both
meritorious and deserving of ongoing support from the city.
It is my impression that the Mozart Festival was recommended for no
allocation this coming year on the basis that it was well established
and no longer needed support . We receive this compliment with truly
mixed feelings. In response , I would like you to put yourself in our
position . Perhaps you would even like to be on our board of
directors--at least for a few minutes.
If our concerts sell as well as budgeted, we will earn $77,000--an
amount that must certainly sound like a lot . But the budget for tht-
year's festival is $2169000 . Now as members of our board of
directors, how would you propose that we raise $139,000 during the
year in our small town , in a rural county, without large corporations
based here? Imagine yourself as the chairperson of the fundraising
committee !
If you really think hard about this, you will probably be overwhelmed.
And sometimes we feel that way too. But we usually make it . The
stressful thing is that when we accomplish our goal and give the
festival , then we have to start all over again . We do it year after
year .
I can assure you that even though $6,500 is not a major percentage of
our total budget , it is a huge and valuable amount of money for the
Mozart Festival and difficult to replace . Sometimes we work hard and
are grateful to make $1 ,000 on a fund raising project .
It should not be presumed that the Mozart Festival sails from year to
Year in fiscal bliss. We are highly dependent on grants of all kinds
and we have been resourceful in getting them. We have received grants
through the years from Bristol Myers, Rockwell , and other large
corporations who have absolutely no ties to SLO. It even amazed us
when we got them. But those come and go quickly depending upon the
interests of the foundations. Last year , the emphasis nationally wont
from the arts to social issues. We lost over $16,000 in grants tha
we had expected and this explains our deficit of $149000 . We are

currently in a mode of paying back that deficit at the same time that
we are presenting this year's festival . One of the things that the
Mozart Festival needs most of all is a base of support that is
reliable and forthcoming. That is only one reason why continued city
support is critical .
Another , and one which cannot be stressed strongly enough , is the fact
that it is absolutely imperative that we be able to demonstrate local
support for the festival before we can make a convincing presentation
for State and Federal support . Although this fact was questioned at
the PCC meeting, I can assure you that it is more true than you can
even imagine . I believe that you have each received a letter from
Robert Reid, Director of the California Arts Council , indicating the
importance that the reviewing panels place on local government support
when reviewing grant applications. The Mozart Festival is privileged
to have one of the best reputations for management , community support ,
and artistic quality at the California Arts Council . And it is one of
the few organizations from a small community which receives funds from
the National Endowment for the Arts. But those grants are seriously
jeopardized if we cannot demonstrate local support .
The most persuasive fact of all , however , is the value of the Mozart
Festival (and I= would like to include other established groups as
well ) to the community of San Luis Obispo. Here are just a few
significant ways which might or might not be obvious.
First , the festival brings artists of the highest calibre to SLO for
our local audience . And I am talking about the international stature
of musicians like Christopher Hogwood, our guest conductor for this
year who is in demand all over the world--it takes years to get on his
schedule .
Second, the Mozart Festival provides an opportunity for the very best
local musicians (singers and instrumentalists) to sit with
professionals from all over the country to make music of the highest
quality. These experiences translate directly into standards and
skills which are infused into the music our local professionals make
all the rest of the year . The Mozart Festival directly affects the
musical taste and expectations of musician and audience .
Third, the festival brings together an enormous number of people in
the community. We are not just talking about musicians and audience ,
but hundreds of volunteers including individuals and families who hel ;
to house over 100 musicians during festival week . Strong friendships
have been made that extend far beyond our city and county limits
because of the festival .
In fact , pertinent to the matter of value to the community, I recall
when we were attending a PCC meeting years ago when Mayor Dunin
lamented right in the meeting that he was really struggling with the
aspect of quality of life in San Luis Obispo because the town "didn' t
seem to have any sense of community pride" . No one in San Luis Obisp
would make that remark now, and while I won' t claim that it is solely
due to the Mozart Festival that San Luis Obispo has such a strong
community' pride , I feel that it has played a meaningful role .
I want to close with two major final points.
First , it seems to me that there is a huge gap between the
expectations of those on the PCC as to what the Mozart Festival is _..gid
should be , and the way that the Mozart Festival sees itself . The PCC
feels that we have arrived and only have to maintain . But the Mozart
Festival has never for a moment talked like that . We are proud wcrt
what we have done , and we have developed a strong foundation . But we
see the festival of the future as still better and we are planning for
even bigger . I would like to mention a project currently on our desk .
In honor of our 20th anniversary, the Mozart Festival has commissioned
a chamber opera from William Bolcom, one of American's most respected
composers. The wisdom of our choice was confirmed just 2 months ago
when Mr . Bolcom was awarded the Pulitzer Prize for music for 1989.
This commission will cost the Festival $259000 . We have been
successful in connecting with the Mostly Mozart Festival at Lincoln
Center in New York to collaborate on this project .
My main point is to show you that we think big-- and our challenge is
to communicate to those involved in reviewing our grants that
regardless of how established we might seem, funding the festival is
an enormous task and local support of all kinds is the foundation upon
which we build.
And finally, it seems to me that this whole problem is the result of
the step taken a year ago when the city eliminated the support of the
Symphony, the Mozart Festival and the Art Center as line items in the
city budget . I think that the city showed excellent judgement years
ago when it recognized that the more established groups should not
jeopardize the funding for emerging organizations and separated the
funding. Now we are in precisely the position that they were trying
to avoid. I appeal to you to design a program which recognizes groups
which are established, make a valuable contribution to the community,
and gives them the support that they sorely need. We are ready to
respond to any scrutiny that you might require . But , more than you
realize , we have to be able to demonstrate that we have you with us
when we go out into the world soliciting additional support .
It seems to me that if well established arts organizations such as the
Los Angeles Philharmonic , the San Francisco Symphony, the Carmel Bach
Festival , and countless other major groups with multi -million dollar
budgets are annual recipients of support from their cities it is not
inappropriate for the established groups in our community to be
supported.
The San Luis Obispo Mozart Festival promises that with your assistance
it will not only deliver what you expect but exceed your expectations
as the years go by. A contribution to the Mozart Festival is much
more than just a donation . It is an investment which is multiplied
many times by efficient administration , vast amounts of donated time ,
national and international recognition for excellence , and the
expectation of even more exciting things in the future .
The Mozart Festival would like 'to renew its request for a grant of
$6,500 for the coming year and hopes that you will support this
request .
