SUBJECT: Consideration of agreement with KCPR-FM Radio to broadcast City Council
meetings.
CAO RECOMMENDATION:
By motion, direct staff to negotiate and the City Administrative Officer
execute an agreement with KCPR-FM Radio station to provide broadcasting of
City Council meetings.
BACKGROUND:
From 1980 until late 1986, KCPR-FM Radio had broadcast the City Council
meetings free of charge as a public service. In October of 1986, KCPR's
General Manager, Steve Schellings, advised the City that due to finances
KCPR-FM would no longer continue to broadcast the meetings free. In order
to resume broadcasting the meetings, KCPR requested the City underwrite
the broadcasts at a cost of $250.00 per meeting. (See Attachment "A" ) .
Shortly after KCPR notified the Council that broadcasts would be
discontinued, letters were sent to local radio stations to determine if
they would be willing to assume broadcasting the meetings as a public
service. None were willing and the only station that responded to staff 's
request suggested the city underwrite KCPR.
On April 21, 1987, the Council authorized an agreement with KCPR-FM to
broadcast the Council meetings for one year in the amount of $3,500.00.
These broadcasts were from 7:00 p.m. to 9:30 p.m. on the first and third
Tuesday of each month.
ANALYSIS:
Many residents throughout the San Luis Obispo area voiced
displeasure about broadcasts ending at 9:30 p.m. , or shortly
thereafter, and many times in the middle of an item. On most
occasions, there are several items awaiting council action and
listeners can only learn of decisions through other media the
following day. KCPR-FM began staying on the air until 11 :00
p.m. on July 19, 1988.
Recently, staff discussed with KCPR-FM General Manager and
Program Director, the possibilities of broadcasting Council
meetings until 11:00 p.m. The representatives of the station
were very optomistic about airing meetings until the end of the
meeting.
Staff is prepared to develop and analyze a year-end report of
the contract in an effort to determine actual broadcasting time
of Council meetings. This would be completed in order to
evaluate whether it may be feasible to negotiate a contract
with KCPR-FM based on an hourly rate rather than on a per
meeting basis.

Conditions of the contract would include a provision to broadcast
special meetings of the City Council which would impact student
populations. An additional element of the agreement would be a
consistent staff to air the meetings in order that quality broadcasts
be assured.
ALTERNATIVES:
1 . The Council may direct staff to negotiate and the City Administrative
Officer execute an agreement with KCPR-FM Radio for broadcast of
regular meetings of the City Council in an amount not to exceed
$5,500.00.
2. The Council may not have staff negotiate an agreement with KCPR-FM
Radio for broadcasts of regular meetings of the City Council .
3. The Council may direct the staff to negotiate and the City
Administrative Officer execute an agreement with KCPR-FM Radio to
broadcast Council meetings from 7-9:30 p.m. in an amount of $3,500.00.
4. The Council may delay any action on this matter until additional
information is received.
FISCAL IMPACT:
The Community Information Program account has $15,000 for fiscal year
1988-1989. This amount has been established to broadcast City Council
meetings, publish SLO City Review and continue the 543-INFO Hotline.
STAFF RECOMMENDATION:
By motion, direct staff to negotiate and the City Administrative
Officer execute an agreement with KCPR-FM Radio to provide broadcasting
services of regular City Council meetings.
