1) Eliminate the fees for 18-hole play, the monthly fees and the
10 percent senior discount
2) Raise all remaining green fees 23 percent to cover all program
costs including direct costs, indirect costs and capital
improvement
3) Adjust green fees effective July 1 in subsequent years to keep
pace with the Consumer Price Index and continue covering all
program costs
The attached resolution stipulates that fees may be increased more
than the change in the Consumer Price Index (and up to 15 percent
with CAO approval) if required to fully cover approved golf course
program costs.
CONCURRENCES:
At its meeting on August 3, 1988 the Parks and Recreation
Commission reviewed the background and alternatives of this issue
and concurred with the staff recommendation.

RESOLUTION NO. (1988 SERIES)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
TO ADJUST FEES AT LAGUNA LAKE GOLF COURSE
WHEREAS, adopted City policy requires fees at Laguna Lake Golf
Course to be set at levels which fully cover the total direct and
indirect costs of the Golf Course Program; and
WHEREAS, existing green fees at Laguna Lake Golf Course are
substantially lower than fees at similar courses and do not fully
cover direct costs, indirect costs and capital improvement; and
WHEREAS, existing discounts at Laguna Lake Golf Course hinder
full revenue gains, impede scheduling and create inequitable
subsidies among patrons;
NOW THEREFORE
BE IT RESOLVED by the Council of the City of San Luis Obispo
that:
1. the following green fee schedule for Laguna Lake Golf Course
shall take effect on September 1, 1988:
fee for 9-hole play on weekdays . . . . . . . . $ 4.30
fee for 9-hole play on weekends/holidays . . . $ 4.90
fee for a 10-play card (weekday play only) $37.00
and that
2. this resolution shall supercede Resolution No. 5718; and that
3. all green fee categories and discounts not included in this
resolution shall lapse effective September 1, 1988; and that
4. 10-play cards sold before September 1, 1988 shall be honored
after September 1, 1988; and that
5. beginning in 1989, on July 1 of every year green fees shall be
adjusted by a percentage equal to the percentage change in the
Consumer Price Index for All Urban Consumers/Los Angeles-
Anaheim-Riverside from April in the year prior to adjustment to
March in the year of adjustment; and that
6. with approval of the city administrative office=, green fees
may be increased annually above the amounts specified in section 5
of this resolution if required to fully cover approved golf course
program costs, provided that the total percentage increase does not
exceed 15 percent; and that

7. after adjustment, fees for 9-hole play shall be rounded to the
nearest' 10-cent increment and fees for 10-play cards shall be
rounded to the nearest dollar.
