COUNCIL AGENDA REPORT UMB
FROM:
David F. Romero Wayne A. Peterson Prepared by: Morris D. Witbeck
Public Works Director City Engineer Engineering Assistant
SUBJECT:
Submittal of Engineering Standards for Adoption by Resolution
CAO RECOMMENATION:
Adopt a Resolution Approving Engineering Standards for Construction of
Public Works Projects
BACKGROUND:
From time to time the staff reviews the standard drawings used in constructing
public works facilities. Changes to these standards are made if warranted.
The standard drawings are made a part of city projects and provided to the
public to use in their projects. It is important that the City Council approve
all standards used in projects. The act of Council approval allows the City
protection under the law from future claims of damage that may be attributed to
the improvements constructed using these standards. The legal term for this
protection is "Design and Plan Immunity."
In 1985 the Council adopted Resolution No. 5626 approving Engineering Standards
for Construction of Public Works Projects. Staff has now extended, expanded
and revised the existing standards. Changes made reflect current practice and
state-of-the-art techniques in the design and construction of public works
facilities. They provide a more cost-effective and comprehensive set of
standards.
Typical of the types of new items added to the standards are: new storm drain
manholes; new handicap ramp design; sleeves in Eldewalks to hold street signs;
new street tree planting standards and new street tree list as recommended by
the City Tree Committee.
Examples of modifications and changes to the standards are: different fire
hydrant standards to meet Fire Department needs; added bar in catch basin for
safety; clarification on various standards to make them consistent; guides to
when the standards are to be used; and changes to standards resulting from the
pavement management report. Some of the standards were ,just redrawn to make
them clearer and represent no change at all.
A copy of the new revised standards is on file in the Council office. Those
details which are new or have been revised are Payed in the index at the
beginning of the standards.
ALTERNATIVES:
Option 1 : Adopt the resolution approving the revised standards, as submitted.
Option 2: Continue action on the Resolution to a future date.
