SUBJECT: Update on City/County Library and Marsh Street Parking
Structure
DISCUSSION:
CITY/COUNTY LIBRARY
The City/County Library is nearing 70% completion. Significant
events which have occurred recently include removal of several old
underground fuel tanks on County property, which probably once were
used for heating all old courthouse buildings. These were
encountered when the piping for the heating system was being
installed in Osos Street. Because the tanks were on County
property, County funds were used to pay for their removal.
Although Osos Street was closed to through traffic for nearly a
month while removal occurred, no delays to the project schedule
resulted from this work. The construction is expected to be
completed by December and the library opened in January. At
present, funds available on the project budget are adequate to
cover anticipated costs of completion.
MARSH STREET PARKING STRUCTURE
Plans for the Marsh Street Parking Structure have been returned
from the first plan check and project architects are currently
revising plans in response to concerns noted in the review
process. It is anticipated that the revised plans will be
resubmitted within 6 weeks and ready to go out to bid in November.
Award of contract for construction expected in January.
Construction was previously planned for late summer or early fall
of this year. However because of the complexity of the design of
the building, and the indepth review of plans by City staff, the
process has taken longer. Staff has met with representatives of
Riley's and other downtown businesses. All questioned agreed that
construction to begin after Christmas of 1988 would benefit them.
If construction proceeds quickly after the first of the year, it is
possible that some space in the structure could be made available
to the general public prior to the following Christmas (1989) .
Estimated costs of construction of the structure presently exceed
planned expenditures by about $300, 000. Plan revisions will likely
alter this further and some refinements to the project design may
be needed to reduce costs. Another cost estimate will be prepared
after plans are revised.
Staff also is evaluating other potential sources of revenue within
the parking fund, in the event that costs exceed money available
from the bond issue which is financing this project.

By mutual agreement (City and Riley's) , Riley's will be allowed to operate their
parking lot at Chorro and Marsh until The City needs the property for construction.
Riley's has an informal right of first refusal for the retail space in the new
structure and has always been interested in using the space. Consequently,
acquisition agreements have been linked with lease agreements.
Recent meetings with representatives of Ford's (owner of Riley's) have raised
questions about whether Riley's will take the retail space in the structure. We are
now in the process of restructuring the acquisition and lease agreements so that
when we are ready for the property we can get it, whether or not Riley's wants the
retail space. We hope to own the property when we go to bid in October or November.
