SUBJECT: Acquisition of Site for Future Parking Structure in
Nipomo-Higuera Area
BACKGROUND:
At its meeting of February 16, 1988, the City Council directed
staff to negotiate with property owners for acquisition of a site
for a parking structure at the Old Farmers Hardware property and
near Pacific and Nipomo.
DISCUSSION:
Staff met and corresponded with Alex Madonna regarding the Old
Farmers Hardware site. On May 5, 1988, staff received a letter
stating that the property is for sale either by outright purchase
or lease-purchase with Madonna constructing the structure.
Staff has also met and corresponded with Dennis Moresco of Midland
Pacific Building Corporation, representing the property owner at
the Wells Fargo Parking Lot at Nipomo and Pacific. This
negotiation has also been on a lease-purchase basis. At Dennis'
request, the City conducted preliminary studies of the site and
presented our findings to him on June 20, 1988 (Exhibit A) . Dennis
responded on June 23, 1988 (Exhibit B) indicating that he would
pursue the matter. A verbal contact with Dennis the last week of
August brought forth information that he was still working on it
but having some trouble getting clearance from some of the current
lease holders of parking on the site.

Dear Dennis,
We have made a number of layouts for a possible parking structure
at the corner of Pacific and Nipomo Street, and find that the
layout which appears to reach the best compromise of efficiency and
access is one very similar to the Palm Street structure. This is
the layout which we would like to pursue further in our
negotiations. With the proposed layout, access and egress would be
from the extreme westerly corner of the property, on Nipomo Street
near Marsh. Interior circulation of traffic within the structure
would be exactly that of the Palm Street structure.
We propose 4 floors of parking, which will provide for 322 parking
spaces. The highest portion of the structure above ground level
will be behind the Dr. Poe and Jules Rogoff properties. The height
will be approximately 30 feet above ground grade, with an
additional parapet wall of 3-4 feet. Since the property rises
approximately 9 feet to the Pacific/Nipomo intersection, the
structure at that point will be approximately 25 feet from the
sidewalk to the top of the parapet. We propose to develop a
structure 130 feet in depth, which still leaves a setback from the
Wells Fargo building of approximately 15 feet and allows for a
double row of parking and some service access in the existing
parking lot alongside Kragen's. It would be quite possible to
provide access in and out of the structure from this Kragen's
parking annex and from the remainder of the parking lot serving
Wells Fargo and the shopping center.
Our very rough estimate of cost to build a structure is $3 million
dollars, however, because the City will use virtually all of its
capability in building a second parking structure at Marsh and

Chorro, the City may not be able to fund construction of a parking
structure on the Wells Fargo site for several years. As we
discussed before, we are interested in some alternative funding
possibilities which the property owners or your firm may be able to
come up with.
