TO: John Dunn, CAO
FROM: Lew Schmutz, Battalion Chief/
VIA: Erwin Willis, Acting Fire Chief
DATE: September 1, 1988
SUBJECT: Capital Project 9605 - Regional Fire Training Facility
A contract was awarded to Richmond, Rossi, Montgomery Design Group in September 1987
to complete schematic design and final design for the Regional Fire Training Facility
located on Goldtree Road. The final design is a two phased project.
Phase 1 - This phase includes preliminary drawing from structural, civil, mechanical and
electrical engineers to obtain detail cost estimate. This phase will be approximately 60%
of total design phase work. These cost estimates will be used for presentations to other
agencies and private industry in an effort to obtain agreements for joint participation in
the regional fire training facility project ($35,980.00)
Phase 2 - This phase would complete the final design and would only be implemented
after Council approval and firm written financial commitments from other agencies and
private industry have been made ($37,150.00).
The schematic design was completed in the Spring of 1988. The final design and cost
estimates were completed in late August 1988. There is a scheduled meeting between
participating agencies (SLOFD, CDF & Cal Poly) to review all plans, drawings and cost
estimates on September 20, 1988. After the September 20th meeting, the participating
agencies will solicit financial participation from other public and private agencies. The
development of a joint powers agreement between all interested agencies will be
completed prior to implementing phase 2 of the project.
As of July 1, 1988, the financial liabilities with Richmond, Rossi, Montgomery has
amounted to $42,090 leaving approximately $5,000 left on the contract. This money will
be used to develop the necessary materials to show interested agencies and assist with
the presentations. The remaining money ($21,000) in the CIP budget for this project will
be used for Phase 2 when implemented.
