Council action was to appoint committee (Council action implied removal of wall) May 17, 1988 Committee met - determined to hire architect to prepare concept plans May 24, 1988 Contract negotiated and awarded to Sedes for concept study (Est. $1,075, actual $1,238) July 14, 1988 Plans (6 concepts) and estimates submitted to City for review by committee Aug. 12, 1988 Committee review of plans and agreement on concept and work to be done(Attachment A) Sept. 8, 1988 Contract negotiated for final design of Mitchell Park improvements ($4,500). Ready for final signature after September 13, 1988 meeting Probable Future Schedule See Attachment "Schedule" DISCUSSION: Staff has several areas of concern regarding this project. 1. Following normal review and bid process, work will not start till February or March 1989. If removal of the wall is the critical issue, it would be possible to have this portion of the work done as an early phase. Several options for early removal are being evaluated. With any of the early removal alternatives, there will be some mess remaining at the site during the winter. 2. Staff wishes to inform the Council of the cost and time consequences of the replacement project. (Attachment B - The architect's concept rendering will be available at the meeting. 3. At this point, architect fees are expected to approach $6,000, with a total construction cost exceeding $60,000, in excess of the $25,000 budgeted. After much discussion, the subcommittee agreed to move the wall , with the following replacement program: 1 . The brick from the removed wall , is to be used for plan A2, for the columns or pillars, for the pedestal for the plaque, and for the arbor floor and adjacent walkways. 2. The plaque and its supporting pedestal are to be located in the center of the arbor area. 3. The balance of the project is to be as stated in the attached letter of August 12, 1988 from Mrs. Harder, Mr. Morganson and Councilmember Pinard. 4. At least one of the lights in the arbor, .if not several , are to focus on the Veterans Memorial Plaque. 5. We are to save the unused brick for either this project or for other City purposes. 6. We are to photograph the existing wall for historical purposes before tearing it down making certain that it is well documented. 7. It was suggested that we might want to have a raised planting area around the flagpole with low flowers in the planted area. It was generally agreed that the high shrubbery needs to be replaced, that high visibility is the desired objective. Based on the above, the architect is to finalize the design and to present it to the Architectural Review Commmission. The following people were present : Councilwoman Pinard, Councilman Reiss , Mr. Morganson, Mrs. Harter, Mr. Van Harreveld, City Administrative Officer John Dunn, and Lane Wilson. The outcome of our discussion is as follows: 1 . Concept Option A2 was accepted as the basic design. 2 . The existing memorial structure should be memorialized with photographs . 3. The brick wall is to be dismantled with as many bricks being reused as possible to construct the plaque pedestal , the columns and paving of the area. The CCC or CMC could be used to dismantle the wall . 4 . The memorial plaque is to be placed on a brick pedestal and centered in the entrance from the street . 5 . The concrete area is to be reduced and the turf area increased. 6. The area shall have lighting with the memorial area having both indirect and direct lighting and a spotlight on the memorial plaques . 7. Landscaping shall be low groundcover combined with trees. 8 . The play area should be expanded with equipment for small children. 9 . The flag pole area is to have all plants removed and is to be replanted with low plants and lots of color. 7r-5 Mitchell Park Page 2 10 . Plans of Concept Option A2 are to be sent to Mr. Morganson and Mr . Van Harreveld. 11 . Visibility is the prime concern. 12 . The chain link fence is to be extended with gates that can be closed when children are present . If the Veterans organization does not want to re-use the bricks, than the A-1 plan would be acceptable. The wall bricks can be re-used for the monument pedestal. The cost of concrete ranges from $8,460 to $14, 000. We suggest the use of the lesser amount - $8,460. The park sign (which should be placed at the top of the arbor) cost is listed at $1, 500, this appears to be an excessive amount. An extension of the chain link fence at the corner of Santa Rosa and Pismo Streets with a double gate that could be locked while children are in attendance at the playground is a necessity. Is there sufficient change in the electrical work to warrant a cost of $8, 500? The landscaping should be held to a minimum, no low shmbbery, perhaps several trees could be planted around the area.
