COUNCIL AGENDA REPORT ITEM NUMB
FROM: Dodie Williams, BIA Administrator
SUBJECT: Ordinance Prohibiting Dogs on Thursday Nights
CAO RECOMMENDATION:
By motion approve the proposed ordinance.
BACKGROUND:
The BIA has long been concerned over the number of dogs that
are brought to the Thursday Night Activities and Farmers'
Market. As crowds have grown, so has the proliferation of
dogs. In the past there have been minor problems with dogs
entering stores and bothering patrons. Recently, however,
several situations have arisen that interfere with public
safety and health, and the BIA issued a ban on dogs at the
Thursday night event in mid-August.
The major areas of concern are the safety and comfort of our
families and sanitation. Also at issue is the potential
liability of both the BIA and the City.
There has been considerable public discussion about this
issue in the media, the preponderance of which is in favor
of the ban. Most Thursday night patrons have been willing
to leave their dogs at home, but because a few people refuse
to adhere to the ban, there is a need for an enforcement
tool. The proposed ordinance would allow the Police
Department to enforce the prohibition of dogs.
