SUBJECT: Contract for Technical Services for Groundwater Study
- Phase III
C.A.O. RECOMMENDATION:
Receive the Phase III report and authorize John L.
Wallace and Associates to complete Phase IV and Phase V
of the study for a cost of $7100.
Background:
The City Council authorized a contract for the Groundwater Study
with John L. Wallace and Associates at the City Council meeting of
December 7, 1987. The study consists of five phases. Phases I and
II were the Survey of Resources and the Constraint Analysis which
were submitted in April of 1988. Phase III is the Program Design
Analysis which consists of exploration test drilling and water
testing. As a result of the test work, several of the test wells
were determined to warrant development into production wells. The
Phase III portion of the work was expanded to add two additional
test wells. The final report is attached. Phase IV is for the
development of a groundwater use plan, while Phase V will evaluate
environmental impacts of the groundwater plan.
Fiscal Impact•
The Groundwater Location and Development was budgeted at $50,000
for the study and $200, 000 for the design and construction of
groundwater wells. Phases I and II of the Groundwater Study were
authorized at $6840 and Phase III was authorized at $40,470. The
exploratory work was expanded from three test wells to five test
wells and Phases IV and V will be $7100.
Consequences of Not Taking the Recommended Action
Water resource development will be delayed.
Action Recommended
Receive the Phase III report and authorize John L. Wallace and
Associates to complete Phase IV and Phase V of the study at a cost
of $7100.
