SUBJECT: City-wide Telemetry System Communication Link
RECOMMENDATION: By motion, approve the specifications and authorize
staff to advertise for bids.
BACKGROUND
The City by prior approval is in the process of purchasing hardware
for the city-wide telemetry system. Once the hardware has become
operational there must be a means of communication between the remote
units and the masters. Staff has reviewed the communication link
options. In accordance with the telemetry master plan it is our
recommendation that the city-wide telemetry system communicate by
means of a radio link.
The use of radio provides the City with a number of advantages:
Elimination of phone line installations where required.
Elimination of lease line costs.
Improved system reliability.
System independence and control.
The use of the communication link will provide operational personnel
with a mechanism to talk to the entire system from a central location
and to obtain information at a moments notice. It will also allow
personnel to turn pumps on/off to effect a change in reservoir
elevations from a central location.
PHASES
The telemetry system project has been divided into three (3) major
phases. Phase one was the purchase of the telemetry hardware and has
been approved and is in progress. Phase two is this project,
Telemetry System Communication Link, and consists of the
identification and purchase of the communication link for the water
treatment plant, sewer collection system, Whale Rock Reservoir, and
selected reservoirs within the distribution system.
Due to the scope of the project and the numerous components required
for purchase and installation, staff will return to you for approval
of plans and specifications for the following phase:
Phase three consists of authorization to proceed with the
remainder of the water distribution system, hardware,
communication link and installation (2/89)

ALTERNATIVES
1. Do not undertake this portion of the project.
2. Consider other communication alternatives.
Pros
1. Savings to the City of previously allocated funds if project is
not undertaken.
Cons
1. Continuation of inefficient and ineffective system operation if
communication link is not undertaken.
2. Other methods of communication are not cost effective.
FISCAL IMPACT
The telemetry project has been identified in the Water Management
Plan and is an integral part of the water treatment plant and
distribution system improvements. * Funding for the water t=eatment
plant improvements project ($1.44 million) is identified in the Water
Management Plan under the section of water treatment plant
improvements and in the two year capital reinvestment ylan on page
E-5 of the 1987-89 Financial Plan and Approved 1987-1988 Budget.
The cost of the telemetry project, phase two is estimated to be
$55, 000.
The purchase of all components of the communication link will be in
accordance with purchasing control procedure 401-3.

Approve specifications and authorize staff to advertise for bids for
the communication link of the City's telemetry system.
