SUBJECT:
Award of Contract for Parking Lot Surface Maintenance Project,
City Plan No . M-61D.
CAO RECOMMENDATION:
By resolution approve the award of a contract to R. Burke
Corporation in the amount of $73 ,552 .50 to complete the Parking
Lot Surface Maintenance Project . Appropriate an additional
$20 , 000. 00 the Parking Fund Capital Reinvestment Program account
051- 9860.
BACKGROUND :
Bids were opened on September 22 , 1988. The summary of the bids
received from the two firms is attached.
The low bid of $73 ,552 .50 is $13, 552 .50 over the estimate and the
appropriation for this project. The cost of the failure repairs and
overlay are at the high end of bids for this size of projects . This
likely reflects the the restrictions that the parking lots be closed
only for limited times and that no work may be accomplished between
Thanksgiving and the New Year. This requires expeditious scheduling
or two startups and two cleanups for the job .
Three elements have been added to the project since the budget
estimate of $60 , 000 was made . The parking layout has been changed to
obtain 11 additional spaces ; The sidewalk and driveway at the
Monterey Street end of Parking Lot 3 will be replaced ; and the
irrigation system in Lots 3 and 11 will be upgraded to prevent the
need to excavate new pavement .
Purchasing Procedures :
Purchasing Procedure 403-3 Contracts over $5 , 000 applies to this
contract.
Fiscal Impact :
Contract Bid: $ 73 ,552 .50
Contingency $ 6 , 450 .00
TOTAL CONTRACT $ 80 ,002 .50
Engineer ' s estimate: $ 60 ,000 . 00
An additional $20 , 000 needs to be appropriated to this project from
Parking Fund Revenues .

RESOLUTION NO. ( 1988 SERIES)
A RESOLUTION OF THE COUNCIL OF THE
CITY OF SAN LUIS OBISPO APPROPRIATING
FUNDS AND APPROVING A PROJECT
WHEREAS , the FY 1988 -89 Parking Fund Capital Reinvestment
Program Budget includes $60 , 000 for resurfacing the parking lots •, and
WHEREAS , City Council directed staff to increase parking spaces
where possible ; and
WHEREAS An additional eleven spaces will be obtained with the
revised striping plan and relocated parking meters ; and
WHEREAS, R. Burke Corp. submitted the low bid of $73 , 552 .5o;
NOW THEREFORE BE IT RESOLVED by the Council of the City of San
Luis Obispo as follows :
SECTION 1 . Appropriate $20 , 000 to the Parking Fund Capital
Reinvestment Program
SECTION 2 . Award a contract in the amount of $73 , 552. 50 to
R. Burke Corp. for the "Parking Lot Surface Maintenance Project" City
Plan No . M-61D. -
SECTION 3 . Authorize the Mayor to sign contract documents.
SECTION 4 . The City Clerk shall furnish a copy of this
resolution to the Directors of the Public Oorks and 'Finance
'Departments.
