MEMORANDUM Clerk-ong. r F�_7r. r To: City n 11 From: Pam Roger'+icquet Subject: Electronic Votin This memo is in response to a request by John to recap Council action concerning the installation of the electronic voting system and review of voting requirements by Councilmembers. The Council at its meeting of Tuesday, July 19, unanimously supported (4-0, Councilman Settle absent) the installation of an electronic voting system. The system allows votes to be displayed only after all votes have been cast for a particular item. It was anticipated by staff that once the equipment had been installed and "bugs" worked out that formal Council action would then establish particular procedures. Charter Section 504 states "The Council shall determine its own rules of procedures. " This allows Council to adopt an electronic voting system. If the Council desires that the electronic voting system be used, a motion to that effect should be passed. The Council 's policies and procedures handbook would then be amended to reflect this practice. It should be noted that Charter Section 505 states in part that "Failure or refusal to vote shall be construed as an affirmative vote. " Although it would be awkward to enforce, a Council rule of procedure setting forth a particular manner of voting would have to be followed by a Councilmember, or else his or her failure could result In an affirmative vote being entered. The voting system is operational. The Council may wish to add this as an item to its November 1 agenda or it will be agendized at your meeting on November 7. L PV:bja c: J. MEMORANDUM 0 To: Cityunc 1 From: Pam V Subject: Electro is Voting System - Operating Instructions The following suggests how and when the electronic voting system might be used. The Council may wish to use the system for two or three meetings before adopting rules or procedures, if necessary. Staff recommends that electronic voting be used whenever the roll call method would normally be required. This is consistent with the recently adopted Council Policies and Procedures and continues to help streamline meetings by allowing consensus decisions and non-controversial motions be made when possible. Electronic voting will be used primarily for public hearing and business items. After the motion is made and Council discussion has occurred, the Mayor will ask the Council to vote on the motion. This is done by lifting the toggle (located to the immediate right of the Councilmember) up for "aye" or pressing down for "no. " The Mayor will ask the Council if all have voted. If yes, the City Clerk will flip the switch to light the board and display the votes. Under the Charter, failure to vote is construed as an affirmative (aye) vote.
