SUBJECT. Property Acquisition for South Street Widening
CAO RECOMMENDATION:
By motion, approve the acquisition of property at the southeast corner of South
and Beebee Streets
BACKGROUND:
For several months staff has been negotiating with Mary Silva, owner of the property at the
southeast comer of South and Beebee Street, to acquire this parcel and eventually widen South
Street. In past study sessions staff has informed the council of progress with these negotia-
tions.
The city and Ms. Silva have come to terms on all conditions of the acquisition and are ready
to enter escrow.
Widening this parcel will improve visibility and safety for motorists northbound on Beebee
Street crossing or entering South Street. Together with 1911 Act improvement for the McCarthy
Tank and Steel property, construction will also provide a continuous sidewalk along the south
side of South Street between Beebee and Broad Streets.
Engineering staff will complete construction plans and specifications this winter for construc-
tion during early summer of 1989.
FISCAL IMPACT:
This acquisition is part of the South Street Widening (Higuera-Beebee) project listed in the
CIP on page E-12 of the 1987-1989 Financial Plan. $80,000 was allocated for acquisition of
properties between Parker and a point east of Beebee. Although the allocation is mislabeled
for construction on page E-12, it is correctly identified for acquisition on page D-25 under
objective #5 for the streets/pavement program.
ACTION RECOMMENDED:
Staff recommends that the council approve the acquisition of Ms. Silva's property for widening
this section of South Street in summer 1989.
