SUBJECT: Award of Contract for "City-wide Telemetry System
Communication Link"
RECOMMENDATION: Adopt resolution Awarding the Contract and
Authorizing the Transfer of Funds
Background
The City by prior approval is in the process of purchasing hardware
for the city-wide telemetry system. Once the hardware has become
operational there must be a means of communication between the remote
units and the masters. Staff has reviewed the communication link
options. In accordance with the telemetry master plan it is our
recommendation that the city-wide telemetry system communicate by
means of a radio link.
The use of radio provides the City with a number of advantages:
Elimination of phone line installations where required.
Elimination of lease line costs.
Improved system reliability.
System independence and control.
The use of the communication link will provide operational personnel
with a mechanism to talk to the entire system from a central location
and to obtain information at a moments notice. It will also allow
personnel to turn pumps on/off to effect a change in reservoir
elevations from a central location.
On October 4, 1988, the City Council approved plans and
specifications and authorized staff to advertise for bids.
Bids were opened on November 3, 1988, the results of which are shown
on the attached Bid Summary Sheet. Whereas, Advanced Mobile was the
low bidder with a bid of $61,527.26, it is recommended that the bid
of Advanced Mobile be rejected as nonresponsive to the
specifications. The rejection of the bid is based upon the
following:
The City, under Section 2 paragraph 2, Qualifications of
Bidder, specified the bidder provide at least three (3)
references of existing data radio systems within a 250 mile
radius; the bidder was non responsive.
The City, under Section 1 paragraph I, Award of Contract,
stated that the award of the contract would consider the
contractor's experience with systems of our size scope and
complexity, the bidder did not demonstrate knowledge or
experience for a system of our size.

The City specified under Section 2 paragraph 6 number 3, a
computerized model or verification of site radio paths; the
bidder was non responsive.
The City specified under Section 2 paragraph 12 item b
number 3, a bit error rate of less than 1 X 10-6 at .6 micro
volts sensitivity; the bidder was non responsive
The City specified under Section 2, paragraph 12 item b
number 2, radios capable of operating on a power supply of
either 12 or 24 volts DC. Bidder proposed 10 volts DC +/-
15 percent; this is not acceptable.
It is therefore recommended the lowest responsive bidder be awarded
the bid. Whereas, Motorola was the lowest responsive bidder with a
bid of $64,347.26, it is recommended that the bid of Motorola be
accepted. Motorola met all of the City's specified requirements.
The difference in the two bid prices was only $2,820.
FINANCIAL IMPACT
The telemetry project has been identified in the Water Management
Plan and is an integral part of the water treatment plant and
distribution system improvements. Funding for the water treatment
plant improvements project ($1.44 million) is identified in the Water
Management Plan under the section of water treatment plant
improvements and in the two year capital reinvestment plan on page
E-5 of the 1987-89 Financial Plan and Approved 1987-1988 Budget.
$70,000 has been identified in the upcoming bond issue for the
telemetry project.
CONSEQUENCES OF NOT TAKING ACTION:
1. Continuation of inefficient and ineffective system operation.
2. Unable to communicate with hardware already purchased throughout
the City's Utilities System or to complete the telemetry system.
ACTION RECOMMENDED:
Adopt resolution authorizing the transfer of money and awarding the
contract for "City-wide Telemetry System Communication Link" to
Motorola C & E Inc.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO ACCEPTING BID AND AWARDING A CONTRACT
WHEREAS, the Council hereby accepts the bid and authorizes the
Mayor to sign a contract on behalf of the City for the following:
PROJECT: City-wide Telemetry System Communication Link
FUND NO. : 906
BIDDER: Motorola C & E, Inc. BID AMOUNT: $64,347.26
NOW THEREFORE BE IT RESOLVED, that the City Clerk is directed
to prepare the appropriate documents for signature by the
successful bidder and the Mayor.
