SUBJECT: Award Contract for Well Development, Phase I, City Plan
No. M32-L
CAO Recommendation:
Adopt Resolution Awarding Contract to R. Baker, Inc. of Arroyo
Grande in amount of $73 , 100.00
Background:
Groundwater was utilized by the City of San Luis Obispo until
1942. At that time water was first received from the Salinas
Reservoir near Santa Margarita. The consumption of groundwater was
discontinued due to the superior quality of the Salinas Reservoir.
Groundwater is a part of the Draft Water Management Plan and is a
Major Objective of the 1987-89 Financial Plan. The Groundwater
Location and Development Budget allocated $50,000 for the study
phase in 1987-88 and $200, 000 is budgeted for design and
construction in 1988-89. This is as requested by the Council at
its meeting of February 24, 1987.
A contract for the study phase of the Groundwater Location and
Development project was awarded to John L. Wallace and Associates
which provided for the drilling of test wells as a part of their
work. The information obtained from the testing indicates that
four of these test wells show promise in providing water for the
City of San Luis Obispo.
The two best wells for water quality were the Pacific Beach well
and the Fire Station #4 well. Both of these wells will be
developed under this contract to supplement our domestic water
supply. Their anticipated production is 500 acre feet a year.
The Mitchell Park well and the Old Reservoir #1 well will be
equipped with pumps under this contract. It is anticipated that
the Mitchell Park well will be connected to the irrigation system.
The mitigation called for under the environmental review was to
limit the use of the Mitchell Park well and the Old Reservoir #1
well while studies were conducted to determine their effect on the
flow in San Luis Obispo Creek. The Phase IV and Phase V report
from John L. Wallace and Associates will provide the City Council
with the alternates for further well development. The intent is to
return with a Phase II Well Development contract at that time.
The environmental review has been completed by the Director of
Community Development. Limited use of the Mitchell Park well and
the Old Reservoir #1 well were a part of the mitigation. This
matter will be addressed in the final reports from John L. Wallace
and Associates. ��//

Fiscal Impact:
The Groundwater Location and Development budget has allocated
$200, 000 for the design and construction in 1988-89. This first
phase is estimated at $75,875, plus engineering and contingencies
at 8 percent = $6, 125, for a total of $82,000.
Consequences of Not Taking Recommended Action:
Water resource development will be delayed.
Action Recommended:
Award contract to R. Baker, Inc. , of Arroyo Grande, Ca. , in the
amount of $73, 100. 00.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO ACCEPTING BID AND AWARDING A CONTRACT
WHEREAS, the Council hereby accepts the bid and authorizes the
Mayor to sign a contract on behalf of the City for the following:
PROJECT: Well Development - Phase I CITY PLAN NO. : M32-L'
ESTIMATE: $75,875.00 FUND NO. 050-9743-092-572
BIDDER: R. Baker, Inc. BID AMOUNT: $73,100.
NOW THEREFORE BE IT RESOLVED, that the City Clerk is directed
to prepare the appropriate documents for signature by the
successful bidder and the Mayor.
