Development of Phases I & II Edison A. French Neighborhood
Park - Edna/Islay Specific Plan.
CAO RECOMMENDATION:
By majority accord: Approve Plans and Specifications for
Phases I & II of French Park and Authorize Staff to Advertise
for Construction Bids.
BACKGROUND:
The development schedule for active recreation improvements at Edison
A. French Neighborhood Park in the Edna/Islay area is dependent on three
factors. They include:
1. The development/installation of plans, grading and passive
improvements to be accomplished by the developer; and
2. The collection and placement in a holding fund of park
development fees that are assessed each living unit as they are placed on
the market and occupied; and
3. The approval of City CIP funds to match the park development
fees that are assessed the homeowners.
When these three factors align, it is the City's responsibility to
obtain construction bids and contract for the development of given phases
of the park's construction.
The Council has approved CIP funds for Phase I & II development and
in mid-September the park development fees collected from new homeowners
equalled the amount necessary for construction. The developer has
prudently pursued the completion of his park development responsibilities
and construction plans and specifications have been completed and approved
by City Engineering.
Two major features of these plans should be noted. They include:
1. State of the art irrigation with soil monitors that measures
the need for moisture rather than just dumping on water and drip
irrigation for the larger plants that will closely control water usage
during their establishment period. When the tree or shrub is established
and in vigorous growing condition, the drip emitters can be individually
adjusted to the given plant's need or can be completely removed.
2. All trees, shrubs and groundcovers have been selected for
their water thrifty characteristics. Those areas of the park that must be
turf because of their anticipated use will feature more tall grasses such
as fescue and zoysia rather than the normal poa (blue grass) which is a
water hog. We will probably experience more winter browning with the tall
grasses, a negative characteristic of water thrifty turf. e t^/

Staff realizes that recommendation to advertise for bids with the
Winter season now beginning may slow construction somewhat; however, water
consumption during the landscape establishment phase will be much less
than should we wait for a late Spring construction start.
ALTERNATIVES:
1. Approve plans and specifications and authorize staff to advertise
for construction bids.
This alternative would allow construction to begin in late
January or early February with landscape establishment period taking
advantage of late Spring rains (should we get any) .
2. Approve plans and specifications and direct staff to advertise
for construction bids at Winter's end.
This alternative would undoubtedly assure a shorter construction
period but require additional water usage for dust control and landscape
establishment.
3. Do not approve plans or authorize bidding procedures.
This alternative would deviate from the adopted development
schedule of the Edna/Islay Specific Plan.
RECOMMENDATION:
Approve plans and specifications for Phases I & II of Edison A.
French neighborhood park and authorize staff to advertise for construction
bids.
FISCAL IMPACT:
Construction of Phases I & II of French Park is estimated as follows:
Engineer's Estimate $ 133,174.00
Contingencies 19.449.00
Total $ 152,623.00
Share breakdown for Construction of Phases I & II
Developer's share, installation of passive improvements Complete
Homeowner's park assessment fees ----------------- 116,933.00
City share from Capital Improvement program -------- 35.690.00
TOTAL ESTIMATED COSTS INCLUDING CONTINGENCIES ----- $ 152,623.00
The City's share has been approved in the 1988-89 Capital Improvement
Budget.
