Subject: Recycled and Recyclable Office Paper
As requested, the following briefly outlines the use of colored copy paper
by major city departments. All departments use colored paper - primarily
for identification purposes such as ARC, Planning Commission, and City
Council agenda summaries and staff reports. Back-up material for reports
are done on white paper.
The City uses approximately 8% colored paper compared with 92% white. .,:..
.' This represents approximately 18 cartons of colored paper per year and 240
cartons white. At this time, recycled paper appears to cost slightly more
(approximately 18%) . Preliminary testing indicates that recyclable paper
can be used as well as anon-recyclable. paper in the City's copier
equipment.
At this time, approximately 60-70% of all city copies are done by contract
with Poor Richard's Press who does not currently use recyclable paper.
Two policy issues may wish to be discussed.
1. Shall the city purchase all or a portion of its copier paper. used
in-house with recyclable paper.
2. Shall the city develop a program for recycling and disposing of
recyclable- paper?

Recommendation: Direct staff to review and bring back a report on the
purchase of copier paper and develop a program for recycling and disposing
of its use.

MEMORANDUM
To: Council Colleagues

Subject: RECYCLING
As your representative on the Solid Waste Commission. I am requesting
Council support to direct staff to come back to us on a very important
recycling issue.
Presently at City Hall and other City offices . we do not recycle our
paper. This , to me, is a very poor example.
Two steps are necessary at this time:
1 . A directive to only purchase recyclable paper (no colored) .
2. Contract with a local recycler for regular pickups.
Your support on this issue will be most appreciated .
