CAO RECOMMENDATION: Adopt the attached resolution to approve the negative declaration of environmental impact, and to amend the general plan Land Use Element map by removing the "E" designation. DISCUSSION Data Summary Address: 1341 Nipomo Street Owner: San Luis Coastal Unified School District (City takes possession in June) Zoning: PF Land Use Element map: public facility Environmental status: Director approved a negative declaration November 27, 1990. Action deadline: none for a legislative act Site Description j The approximately three-acre site is a nearly level parcel occupied by an elementary school building, used since 1983 for private offices and schools, and county social services. Project Description The only aspect of the project being considered by the council at this hearing is removal of the elementary school designation. Eventually, the city will remove the existing buildings, and construct a headquarters fire station of about 20, 000 square feet and recreation administrative offices of about 6,500 square feet. About 0.7 acre of existing paved area would be used for parking. The existing 1.2 acres of turf play field would remain. A specific design has not been proposed. The existing headquarters fire station at Pismo and Garden streets is proposed to be kept for other city uses; which have not yet been determined. ����►a►�►i�llllllllll�°Nu°IIUIN city of San Luis OBIspo COUNCIL AGENDA REPORT Evaluation The general plan Land Use Element map designates the site as "public/semipublic" with an "E" for elementary school. The site is zoned Public Facility (PF) , which allows fire stations with Planning Commission approval of a use permit, and public agency offices with staff approval of a use permit. While the basic land-use designation is appropriate, development of a fire station or offices would not be consistent with the current elementary school designation. All public schools are identified by letter. The general plan has no policies on school location. The Land Use Element text says "The city will locate its facilities . . . to: ("a) Remove nonconforming uses from residential neighborhoods. (b) Foster convenient public access to those uses serving the public directly. (c) Group related public offices together. (d) Locate facilities with significant numbers of employees or clients near complementary non-governmental services (such as restaurants and convenience shopping) ; (e) Make economical use of land and buildings already owned by public agencies and minimize the displacement of existing private businesses or residents." The project is neutral with respect to items "a" and "c. " The project is clearly consistent with items "d" and "e. " Consistency with item "b" is mixed and will change with time. Recreation offices have substantial public visitation; the fire station has less. Currently, public parking spaces for visitors to the main fire station are limited to street-side spaces. However, a city parking structure has been completed next to the recreation offices. Parking for fire station visitors will be more convenient at the proposed location than at the present location. The project is consistent with the Public Safety Element, since it would improve the city's emergency-response capability by providing a fire station meeting current earthquake standards. Also, the proposed location is outside the 100-year floodplain, while the existing location is within the area subject to flooding one to two feet deep approximately once in 100 years. ALTERNATIVES The council may continue action. There was no public testimony. (1991 SERIES) A RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL AMENDING THE GENERAL PLAN LAND USE ELEMENT MAP TO DELETE THE EMERSON ELEMENTARY SCHOOL DESIGNATION (GP 1497) WHEREAS, the Planning Commission and the City Council have held public hearings on the proposed amendment in accordance with the California Government Code; and WHEREAS, the potential environmental impacts of the amendment have been evaluated in accordance with the California Environmental Quality Act and the city's Environmental Guidelines; NOW, THEREFORE, the council resolves as follows: SECTION 1. Findincr. The amendment maintains general plan internal consistency and promotes the public health, safety, and welfare. SECTION 2. Environmental determination. An initial environmental study has been prepared (ER 36-90) , and the council hereby approves a negative declaration. SECTION 3 . Adoption. The general plan Land Use Element map is amended as fully contained in the attached Exhibit A. The Community Development Director shall cause the change to be reflected in the documents published by the city. The basic land-use category, "public/semipublic," would remain. This change is a mitigation measure required of Initial Study 32-90, concerning city purchase of the site for a main fire station and Recreation Department offices. POTENTIAL IMPACT REVIEW A. Community plans and goals The ciWs general plan, and other policy documents, do not contain policies concerning elementary school sites. E. Consideration of amending the Land use element map to remove "elemen- tary school" designation from the public/semi-private designation; 1341 Nipomo Street; City of San Luis Obispo, applicant . ---------------------------------------------------------------- Judith Lautner presented the staff report and recommended the Commission recommend to the City Council the amendment of .the General Plan Land Use Element Map to remove the "elementary school" designation. Commr . Schmidt questioned if the neighbors were noticed because they weren' t the last time this .item was on the agenda. A letter to neighbors was in the file. Chairman Hoffman opened the public hearing . There were no public comments . Chairman Hoffman closed the public hearing . Commr . Gurnee moved to approve the removal of the "elementary school designation" . Commr . Kourakis seconded the motion. Commr . Schmidt commented that the General Plan should address school location because students are bussed a long way and this school would be a lot closer for those students . (Continued from January 30, 199 ) ------------------------------------------ --------------------- Jeff Hook presented the staff report and ecommended the Commission affirm the negative declaratio of environmental impact and recommend to the City Council pproval of this planned development rezoning and preliminary dev lopment plan subject to findings and conditions . He mentioned th t allowed uses had been reduced from 50 to 29 . Commr . Schmidt felt the list should be ut down further to eliminate athletic and health clubs, g nasiums, fitness centers, tanning centers, bowling alleys, and s ting rinks if the intent is to attract a high tech manufacturin . Commr . Kourakis agreed with Commr . Sc midt, adding recreational uses on a dead-end street near a resi ential area was inappropriate . She was concerned abo use of the PD designation because the rezoning was not occurri g simultaneously with a specific project . Jeff Hook explained the PD designat on originally was intended for new projects but it has been a plied to existing projects and could be used for this project if he commission makes one or more of the suggested findings . Cindy Clemens said there is a con lict in the PD ordinance . In one place it states a specific p anned development proposal but in the findings section it offer flexibility to use on existing projects . Answering a question of Commr . offman, Jeff Hook said the Interior and exterior of the b ilding and the site must remain in Its present state, but minor c anges not affecting basic uses, such as demising walls would a allowed .
