SIDEWALK ASSESSMENT (ROMERO /533 - 15 min.) Consideration of confirming costs to property owner for curb, gutter and sidewalk improvements at 521 Funston (continued from 12/04/90). RECOMMENDATION: Adopt resolution confirming costs for improvements as recommended. FINAL AMOK. Resolution No. 6916 adopted confirming costs for improvements at 521 Funston as recommended BUSINESS ITEMS 2. MOVING ELECTION DATE (VOGES /324 - 20 min.) Consideration of moving the election date and pending election issues. RECOMMENDATION: 1) By motion, determine that the City's Regular Election should be retained in November of the odd - numbered years; OR 2) By motion, determine that it would be preferable to move the City's Regular Election date to the even - numbered years. IF SO, THEN: A) Determine if the election should be in June or November of the even years; OR B) Direct staff to prepare the necessary Charter Amendment for consideration by the voters at either: a) A Special Election (month to be determined); OR b) As part of the November 1991 ballot. (If the City's electon date is to remain unchanged, resolutions calling the election and requesting services by the County to come back at a future meeting for action.) RECOMMENDATION: Determine the timing for an election concerning City participation in the State Water Project and whether the measure should be binding or advisory. RECOMMENDATION: 1) Receive the staff report analyzing the potential impacts of the WAT.E.R. Initiative and direct the City Clerk to place the measure on the ballot for action by the voters of San Luis Obispo. 2) Formally oppose the WAT.E.R. Initiative and direct staff to draft the appropriate ballot argument against the measure based on the key points outlined in the staff report as recommended. RECOMMENDATION: 1) Repeal the ordinance (Ord. 1179) against which the petition is filed; OR 2) By general consensus, support placing a ballot measure at the next Regular Municipal Election to be held on Tuesday, November 5, 1991 for the purpose of giving final passage to Ordinance 1179; OR 3) By general consensus, place the measure at a Special Municipal Election at a date to be determined.
