CAO RECOMMENDATION: By Motion, approve Amendment No. 2 to the agreement to
provide special engineering services pertaining to the groundwater program, the
Hansen /Gularte Creek Water Rights and the San Luis Obispo Creek Assessment with the
engineering firm of Boyle Engineering Corporation, at cost not to exceed $30,000, and
authorize funding from 1989/90 Water Fund Carry Over.
DISCUSSION
The City is in the fourth year of a water shortage and has adopted a Mandatory Water
Conservation Program and greatly expanded source of supply and water conservation
programs, with particular emphasis on groundwater wells, in an effort to address this critical
situation.
The position of Water Division Manager remains vacant and the Utilities Engineer started
in July but is not in a position to assume the day -to -day line responsibilities of the Water
Division Manager position, including Whale Rock Reservoir, Treatment Plant, Conservation
Program and Distribution System. Combined with the ongoing urgent drought situation and
the City's expanded efforts in developing new water supplies, all these activities represent
a significant workload that must be administered by staff concurrently with ongoing
departmental operations.
The Utilities Department has retained Boyle Engineering to assist in key roles of project
management, including consultant liaison, bid preparation and direction, and specific project
component oversight since July. Ongoing engineering scope of services to be provided
include:
Groundwater Program: Examine the areas identified in the Groundwater Basin Evaluation
to establish their viability as a potential source to the City. Attend meetings with property
owners regarding property access and permission to obtain well data. Coordinate
geophysical testing program and report to City on findings. Determine whether well
development in these areas can be implemented to the benefit of the City. In addition,
Boyle Engineering would be asked to review use of private wells offered to the City by
performing site constraints analysis, coordinating water quality sampling and other activities
necessary to make a determination on the use of such wells.
Hansen /Gularte Water Ri hits /Permitting: Formulate an opinion regarding the status of
the City's water rights on the creeks. This would be coordinated with the City's water
rights attorney, the State's Water Resources Control Board and other regulatory agencies.

San Luis Obispo Creek Assessment: In anticipation of environmental documentation
requirements, Boyle Engineering would perform a creek assessment along the creek from
approximately Reservoir Canyon to the Mission. The focus of the assessment is to quantify
the portion of creek flow contributed by the Hansen /Gularte diversion works and to
identify other sources of tributary flow.
Foothill/Reservoir No. 1 Hydraulic Analysis: Complete the computer model for these two
water system pressure zones and continue with the hydraulic analysis of zone operations.
Provide the City with data diskettes for the computer model plus a node and pipe map
indicating the pipe numbering system. Prepare a letter report regarding the facilities
needed to operate both zones as a single hydraulic zone.
FISCAL IMPACT
These specialized engineering services were not originally identified in the 1989 -91 Financial
Plan as they result from the ongoing water supply projects due to the drought conditions.
On July 3, Council approved $20,000 for the agreement for Special Engineering Services
with Boyle Engineering, funded from Water Administration /Engineering unexpended salary
during the recruitment of the Division Manager; Amendment No. 1 was approved on
October 2 for $40,500 bringing the total cost to date to $60,500.
The funds for this phase have been identified to come from the Water Fund Budget Carry-
Over, resulting from salary savings and from expenses savings, particularly in the Wells
Operations Program:
July 3 Agreement, funded from salary savings $20,000.00
Oct 2 Amendment No. 1, funded from Carry-Over 40,500.00
Amendment No. 2, funded from Carry_over 30.000.00
Total For Special Engineering Services $909500.00
Utilities Department Water Fund 1989/90 Carry-Over totals $574,000 and as such is
adequate to fund the contract amendment.
CONSEQUENCES OF NOT TAKING ACTION
The ability to properly manage the many line and project responsibilities in the Water
Division is key during this critical time of drought Without professional assistance to do
this, project completion and smooth departmental operations will be impacted.

Agreement for General Engineering Services
City of San Luis Obispo
it is the City of San Luis Obispo's intent to amend the agreement with Boyle Engineering
Corporation to assist in ongoing engineering matters, especially those pertaining to the water
supply and distribution system.
The agreement entered in to July 3, 1990, for General Engineering Services is hereby amended
in part to read:
Section 4. COMPENSATION shall read as follows:
'a. The Consultant will be compensated for the performance of the work as described in the amended Exhibit W ad the
rates shown in Exhibit 'B', for a total project cost not to exceed $90,500, without prior written authorization of the
Project Manager.'
Attachment A SCOPE OF SERVICES, shall be amended to include the following services:
'In addition to the services agreed upon July 3, 19M, additional professional services to be provided to the City include
but are not limited to the following-
Groundwater Program- Examine the areas identified in the Groundwater Basin Evaluation to establish their
viability as a potential source to the City. Attend meetings with property owners regarding property access and
permission to obtain well data Coordinate geophysical testing program and report to the City on findings. Determine
whether well development in these areas can be implemented to the benefit of the City.
Also, comment on use of private wells offered for City use. Perform site constraints analysis, coordinate water quality
sampling, etc.
2 Hansen /Gularte Water Rights/Permitting- Provide information regarding the status of the Chys water rights
on the Hansen and Gularte Creeks to the City's water rights attorney, the State Water Resources Control Board, and
other regulatory agencies. Work with the water rights attorney to formulate an opinion on the Citys water rights.
3. San Luis Obispo Creek Assessment- In anticipation of environmental documentation requirements, perform a
creek assessment along San Luis Obispo Creek from approximately Reservoir Canyon to the Mission. The focus of
the creek assessment would be to quantify the portion of creek flow contributed by the Hansen /Gularte diversion
works and to identify other sources of tributary flow.
All other terms and conditions of the agreement entered into July 3, 1990, shall remain in full
force and effect.
