Thu City of Morro Bay has recently begun discussions with Mobil Oil regarding the Possibility of using one of their, existing crude-oil pipelines from the San Ardo ail Field to transport Nacimiento Reservoir water to Morro Bay. STATE WATER PROJECI' The State Water Project in a system of reserviors, pumping plants, canals, pipeli.nRr. and power generation plants ownsd and operated .by the State Department of Water Resources (DWR) to dol,iver water from OrOVille Reservoir- and the Sacramento- -San Joaquin Delta to the State'. 30 water service contractors. To date this has been a reliable source For municipal and industrial water. users. Both San Luis Obispo County and Santa Barbara County have had existinp annual entitlements from this project for a number of years, but have not used the water. lt. Is currently being proposed to have DWR deliver water From this system to t_hpsa counties bg constructing the Coastal Branch Pipeline project. It is estimated the cost of this water at the main pipeline turnout in San Luis Obispo would be 5350- 370 /af untreated. The Draft EIR For this project was completed and circulated fnr public comments, and DWR is now prHparing responses to those comments. Completion and certification of the Final. EIR is sc:lieduled For May, 1991. DWR indicates the earliest schedule For construction of the Coastal Branch and delivery of water will. bn mid -1SSE . Any delays in the process would Further. delay comp.le• t.i.on of the project. It is presently proposed for tho Counties of San Luis Obipso and Santa Barbara to Jointly fund and construct a regional water treatment plant in the northern part of San Luis Obispo Cf,,runt:y. This ,point- agencies app1'aaC)1 would provide significant economies OF scale in construrti.nn and Operational costs, as opposed to having each individual water purveyor constrc.sct. and operate its own plant. Construction and operation of this plant would add an estimated $110 /af to the cost of the wat.nr, bringing the total. rnst at the turnout in San Luis Obispo to 5460- 480/aF. Delivery of the water to Morro Bay from the main pipeline r•out'e through the City of Sail Luis Obispo is also a local agency 2 NACIMTFNTO RESERVOIR, STATE WAIER PROJECT, AND RECLAMATION Page Three responsibility. As presently conceived, the City of Morro Bay, the County of San Luis Obipso, and the private Cayucos water purveyors would jointly fund and construct a "spur" pipeline from the main line to the coastal communities. This project would add about $180 /af to the cost of the water, bringing the total most of troated water delivered to Morro Bay to 56`10- 660 /aF. Sun Luis Obispo County is presently in the process or preparing the EIR for the regional treatment p1tint; and the various spur pipelines in this county. Completion and certification bf this EIR is presently scheduled for August or September, 1901. It is intended to complete construction of these facilities in time to roceivo delivery of water from the completed Coastal Branch Pipeline. SariI.uis Obispu County Staff has indicated that 1991 will he the "year of decision" For those.agenr_ies interested in subscribing to the State Water Project. Upon completion of the Final EIR, potential subscribers will be asked to execute contracts For delivery of water. Once the decision is made to construct the project, local agencIRs will have to commit to the project or Forever lose the opportunity to participate in this source of water. Only after contracts are completed and the required delivery capability is known may final engineering design and Construction begin. The City of San Luis Obipso has determined to hold a local advisory election in April, 1991 to ask the community IF they wish to subscribe to the State Wator Project. WASTEWATER RECLAMATION There arc many ways to use .recovered wastewater to augment nr provide n municipal water supply. In the past, reclaimed wastewater was not included as a viable option in water management planning because of the extreme high cost when compared to other options. However, the changing environment in water resources, combined with the high quality water that ran be produced by upgraded wastewater treatment facilities, has made reclaimed water a potentia3ly cost - effective and available water supply when compared to other alternative being evaluated. The City or Morro Bay has considered the concept of rscovnring wastewater now being discharged into the ocean from the jointly - owned Morro Bey - Cayucos Wastewater Treatment_ Plant; upgrading the treatment from advanced---primary to Full tertiary and possihl.y reverse osmosis, delivering the treated water upstream and dinr_harging it into Chorro and /or Morro Creek for recharge into the groundwater underflow, and drilling new water production wells some distance downstream from the point(s) of discharge. b4 -3 tJnC1I111ENTn RESFRUOIR, STnTF: WATL:R PROJECT, AND RECLf1Mf1TION Page Four It is estimated such a project could produce 500 -700 afy OF new water supply at a coat of M0,150 -- 3,000 /at. This is approximately the same cost as seawater de.alination. Technima)ly the concept of this project is suur',d.
