Kellerman to the Board of Appeals for terms ending March 30, 1992, March 30, 1993 , March 30, 1994, March 30, 1995, and March 30, 1995 respectively. DISCUSSION: City adoption of the 1988 Edition of the Uniform Administrative Code in June of 1990 included minor amendments which established the composition of the Board of Appeals for the construction codes. The Board of Appeals is created in order "to hear and decide appeals, orders, decisions or determinations made by the Building Official relative to the application of the technical codes. " Section 204 (a) of the Uniform Administrative Code requires that the five members of the Board of Appeals be "qualified by experience and training to pass upon matters pertaining to building construction and building service equipment and who are not employees of the jurisdiction. " The recommended appointments include two architects, a civil engineer, a contractor, and a retired building official, each representing many years of experience in their field. The Construction Board of Appeals, the appeals body preceding that established in the current appeals process, is no longer referenced in the Municipal Code and has been considered deactivated for several years. The creation of a new Board for the appeals process necessitates the staggered terms recommended. All future appointments will observe the four-year term mandated by the Advisory Body Handbook. FISCAL IMPACT: Approval of the recommended appointments will have no fiscal impact.
