SUBJ: ADD-ON CONSENT ITEM FOR THE MEETING OF
WEDNESDAY APRIL 3 1991 - EARTH DAY CELEBRATION
Councilmembers Rappa and Roalman have requested that the attached draft resolution be
considered at the April 3 Council meeting.
Normally, this type of item would be brought up under Communications and requested to
be agendized at the next Regular meeting. However, given that the event begins on
Friday, April 6, and this item could be agendized within the 72 hour legal posting
requirement, it is requested that this be handled as an add-on Consent item with action
to be taken at the meeting of Wednesday, April 3 to adopt a resolution proclaiming April
6 through April 22, 1991 as Earth Day Celebration.
Earth Day, now 21 years old, was created to enhance citizen awareness of environmental
issues through participation in community programs, events and activities that educate,
promote and facilitate these goals.
The Earth Day Coalition recommends seven pledges (outlined in the attachment)to do this,
many of which the city is already in various stages of implementation.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
PROCLAIMING APRIL 6 THROUGH APRIL 22, 1991
AS EARTH DAY CELEBRATION
WHEREAS, the people of the City and County of San Luis Obispo will
celebrate Earthy Day with a full week of events, culminating in the Earth Day Faire; and
WHEREAS, events throughout the county will begin on April 6th and go
through April 21st; an Earth Day Faire will be held on April 21st; an Earth Day Faire will
be held on April 21st at El Chorro Regional Park from 10:00 a.m. to 5:00 p.m.; and
WHEREAS, Earth Day 1991 activities and event will educate all citizens on
the importance of their environment and promote an environmental awareness; and
WHEREAS, Earth Day 1991 will involve business, media, religious, political,
labor, academic, cultural and environmental leaders in an effort to reach beyond existing
environmental constituencies; and
WHEREAS cities and counties have an important role to play in Earth Day
to help solve the environmental and natural resource problems because local government
agencies make many important decisions that shape our environmental future; and
WHEREAS, local governments can make a substantial contribution towards
building understanding of programs such as ride-sharing, recycling, energy and water
conservation, and hazardous waste reduction by supporting Earth Day 1991.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of San Luis Obispo proclaim April 6th through April 22nd as "Earth Day Celebration 1991,"
in the City of San Luis Obispo, and urge the citizens of our community to observe this
period as a time for environmental awareness and action, through participation in
community programs, events and activities.

The planning for the 1991 San Luis Obispo Earth Day celebration
is under way. As a elected official is this community we invite
you to join with. us in making this a special and an important
event. What can be more important that the environment that we
all live and work in?
Enclosed you will. find a sample resolution/proclamation that we
ask you to introduce and support. Additionally, you will find a
list of suggested ideas. We encourage you to take a look at
this list and select one (or more) as your commitment to San Luis
Obispo Earth Day 191.
A member of the SLO Earth Day Coalition will be contacting you in
the next few days to offer any assistance or answer any
questions. Photo opportunities can also be arranged and

PLEDGES
The SLO Earth Day Coalition asks you to take a pledge to make a positive impact on the
environment of SLO County. Look around your company and see where you can make a
difference. EVERY STEP HELPS! Whatever you can do, let us know. Mail in your attached
pledge sheet to the SLO Earth Day Coalition. And START TODAY!
Seven Easy Pledges
1. Promote a company-wide energy reduction program. Track monthly energy bills so all
employees can see how their efforts have helped.
2. Encourage employees to use public transportation,walk, carpool or ride a bike to work.
Have a"Don't drive to work" day every month and reward employees at a company
lunch for their creative efforts. Schedule your first"Don't drive"day during Earth
Week,April 13-21 st.
3. Establish a recycling program or improve on one you already have. Recycle all paper,
glass,aluminum, motor oil, and some plastics. Start using recycled paper for all
your copy, computing and writing needs. Recycle your own paper by making notepads.
4.Think environmentally about all your purchasing decisions. Remember. Reusable,
Recyclable and Repairable. Avoid disposables. Reduce the use of plastics.
S. Encourage your landlord or builder to install energy saving devices,and use low main-
tenance, native landscaping. Plant a tree at work during Earth Week as a symbol
of your company's commitment....and let us know about it!
6. Encourage the use of reusable coffee cups and other utensils. Provide your employees
with cemmic mugs as a gesture of your concern and encourage them to find other
ways to cut down on throwaway items.
7. Create your own program to Reduce, Reuse, Recycle, or Repair.

The SLO Earth Day Coalition exists to promote community participation in:
Educating the community about environmental problems and solutions on both local and global
scales by providing clear and factual information on the state of the environment.
Answering the question, "What can I do?"and urging everyone to make the commitment to carry
out those actions through environmental pledges.
Promoting change in the individual's perspectives and attitudes about their lifestyles so that they
become more environmentally sound and aware.
Heightening the community's appreciation of the local ecology and the planet's diversity.
Encouraging our local citizens to think about our impact on the many generations ahead.
Facilitating the exchange of environmental and social information between groups and
individuals.
Celebrating all life! Creating positive and fun events with diversified appeal and having

S!� EARTH DAY 1991
1991 marks the 21st anniversary of the original Earth Day. This year,SLO County will celebrate
Earth Day with a full week of events, culminating in the Earth Day Faire. Events throughout the
county will begin on April 6 and go through April 21, the day of the Earth Day Faire. The Faire
will be held at El Chorro Regional Park from L OAM to 5 PM.
The following is a list of ideas that may be of help to you and your organization in connection with
your participation and help in maki_n SLO Farth Day'91 a sr+ecial community event.
SPONSORSHIP
1. Publicly endorse the activities of the SLO Earth Day Coalition.
2. Sponsor an activity or event. Create your own event that suits your interest in helping the
environment. Contact SLO Earth Day offices at 546-3400 for more information. It's easy
and FUN!
3. Volunteer your time to help in existing activities. Ask your friends and members of your
organization to volunteer. Give a day(or more) to your community and your earth.
4. Help publicize the activities of the SLO Earth Day Coalition in your organization's newsletter
or any other media that is available.
FUNDRAISING
1. Make a CASH contribution to the effort of the SLO Earth Day Coalition. We are a non-profit
corporation and volunteer-staffed. Regardless of the size, your contribution will make a diff-
erence in the success of Earth Day.
2. Make an 'in-kind'contribution. Perhaps a gift certificate, or your products or services. These
contributions will be used to raise money through an auction on a local radio station. You will
of course receive additional recognition through mention on the radio during the auction.
3. If you already have a planned activity or event,add a dollar or two to the costs and designate
these funds for the SLO Earth Day Coalition. This is an easy way for your group to participate
in this important and worthwhile activity.
4. Perhaps you or members of your group know of others who could or should be making a con-
tribution to Earth Day. Please give them a call. Everyone will benefit from your effort to help
our community.
